Low Service Water Flow On No. 21 Containment Fan Coil Unit.

This reporc was initiated by Incident Report 31-230.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 30% - Unit Load 240 MWe DESCRIPTION OF OCCURRENCE:

On July 2, 1981, the control operator placed No. 21 containment fan coil unit (CFCU) in service.

He noticed the service water flow rate was approximately 2100 gallons per minute, which is less than the required flow rate of 2500 gallons per minute.

No. 21 CFCU was declared inoperable, and action statement 3.6.2.3.a was entered at 1710 hours0.0198 days <br />0.475 hours <br />0.00283 weeks <br />6.50655e-4 months <br /> on July 2, 1981.

This cccurrence constituted operation in a degraded mode in accord-ance with technical specification 6.9.1.9.b.

e DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The setpoint on No. 21 CFCU setpoint generator 2FA-3160C-3 was incorrectly adjusted.

setting.- No. 21 CFCU was tested satisfactorily and returned to service.

Action statement 3.6.2.3.a was terminated at 2010 hours0.0233 days <br />0.558 hours <br />0.00332 weeks <br />7.64805e-4 months <br /> on July 2, 1981.
