Subject: Docket No. 50-206 Licensee Event Report No.82-013 San Onofre Nuclear Generating Station, Unit 1

Reference:

Letter H.B. Ray (SCE) to R.H. Engelken (NRC), " Prompt Reportable Occurrence," May 19,1982 This submittal constitutes a 14-day written report required by Section 6.9.2.a.(6) of Appendix A to Provisional Operating License DPR-13.

It describes a release of liquid radwaste for which fewer than the required number of samples were collected.

On October 2,1981, with the reactor in the cold shutdown condition, contaminated water was released to the Circulating Water System from the Reheater Pit Sump. Discharge of the entrained activity was authorized by Liquid Radioactive Release Permit No.1096.

Since this discharge path does not provide continuous monitoring, Technical Specification 4.5.D.(2) requires that a minimum of three samples of the effluent stream be taken approximately towards the beginning, midpoint, and end of the release.

During the subject release, the mid and endpoint samples were inadvertently omitted.

A subsequent Quality Assurance audit of Release Permits identified the omission; Appendix B Technical Specification 5.6.3.a.(1) requires a prompt report with written follow-up in accordance with Appendix A Technical Specification in the event that a Limiting Condition for Operation is violated.

R. H. Engelken June 1 o 1982 Approximately 10,000 gallons were released to the Circulatin Water System at a rate of 150 gpm. A total activity of 1.28 x 10- Curies was discharged under the Release Permit. The discharge of radioactive waste to the Circulating Water System did not exceed the limits set by 10CFR20 and there was no impact on public health and safety.

Coructive Actions being taken to prevent recurrence include:

1.

An Effluent Engineer was appointed on October 22, 1981, to fully develop and implement a comprehensive effluent monitoring program by September 1982.

2.

Station Procedure S01-III-5.2.0, " Effluent Sampling and Analysis Procedure," has been prepared to assure future compliance with Technical Specifications. This procedtre will be issued by July 1, 1982.

3.

Station Procedure 50123-III-5.5, " Effluent Monitoring Training Program," is being implemented to train Station employees in effluent monitoring. Training is expected to be completed by September 1,1982.

4.

The installation of radiation monitors in the release line of the Reheater Pit Sump and Oily Waste Sump is currently underway. The expected completion date is June 15, 1982.
