SUMMARY
OF JUNE 6, 1988 MEETING ON HDPE HICS Enclosed is a sumary of the June 6,1988 meeting held to discuss the preliminary draf t report entitled, "Review of the Structural Design of High Integrity Containers," prepared by Professor Stewart Silling of Brown University. ! Professor Silling ended his presentation on the report during the sneeting with the conclusion that the required knowledge for designing a high integrity container made with HDPE to be structurally stable for 300 years, "... goes i beyond what structural mechanics and polymer science can reliably provide." This t.onclusion was the focus of much of the discussion on the preliminary draft report during the meeting. - 2. Soo, Brookhaven National Laboratory Sumnary: The following sumarizes discussions at the meeting:
o NRC staff prescnted 'an overview of the High Density Polyethylene (HDPE) High Integrity Container (HIC) situation. This overview included discussions Brookhaven National of the HDPE Hic Top Laboratory BNL)(ical study Reports submitted conducted for review, on structural analysis of the of HDPE HICs, of problems with HDPE HICs identified by vendors and engineering firms, and of NRC actions resulting from the BNL study and the identification uf prcblems. o Professor Silling presented an overview of his preliminary draft report on the structural design of HDPE HICs. Professor Silling ended his overview with cenclusions on the designs of the HDPE HICs by the venders, and on the prospects for redesign. Discussions on the report focused on Professor Silling's conclusion that the required kncwlege for the design of a HIC rnade of HDPE that must be structurally stable for 300 years,"... goes l beyond what structural mechanics and polymer science can reliably provide." l A copy of the overheads that Professor Silling used during his presentation are attached. l 0 Meeting participants discussed the inerits of requesting a technical review of the report frcm the Advisory Comittee on Nuclear Waste (ACNW), options - for the next steps 'to take on the Topical Report reviews, and recomendations on the next steps to take on the continued disposal of HDPE HICs. hMSS , staff and HMSS cor tractors and consultants at the meeting supported the view j that structural mechantes and polymer science can not be used to reliably ! design HOPE HICs. It was al:e agreed that further discussion was needed ! regarding any actions concerning the disposal of HDPE HICs. o Specific connents made on the report by NRC Staff and Cr. 500. BNL, were discussed with Professor Silling. Changes and additions to the preliminary draft report were agreed to by the meeting participants. l ' I o The upcoming actions on the report and HDPE HICs were discussed, including:
- 1. Professor Silling will prepare the report as a draft report and transmit it to NRC by June 14, 1988,
- 2. NRC staff will distribute report to appropriate parties on June 14, 1988.
j 3. NRC staff and Professor Silling will present discussions at the AChW reeting to be held on June 27 and 28, 1988.
