HIGH IhTE'3RITY CONTAINERS (HICs) AND CEMENT SOLIDIFICATION Attached are copies of draft reports produced by our contractor Brookhaven hational Laboratory (BNL) concerning (1) stress analysis of HDPE HICs and (2) cracking, spalling, and atypical strength characteristics of cement waste forms.

Please send a copy of each report to the state authorities at South Carolina, Washington, and Nevada and arrange for a conference call (preferably on 8/14/87) between the appropriate state representatives and my staff to discuss this information in connection with our reviews of topical reports and the promulgation of the Draft Regulatory Guide on Waste Forms.
