REPORT TO NMSS DIRECTOR ON LLW STABILITY John Sumeier of NMSS has provided the attached report in preparation for the presentt *, ion by Dr, Tokar en September 13th. The basic recorrendations focus on the creation of a "task force" to ascertain the need for more appropriate LLW form criteria and f.ests. The question of the dual licensing procedure used by NRR and NMSS is addressed. A definitive position on the suitability of cement-based LLW is not reached. Nor does,the staff consider 4xposure risk to the public or the site operators as a deteminant.

( On January 28, 1988, I submittad a survey report on LLW solidification processes and HICs. Subsequently, April 18, 1988, draft recomendations were '

provided. A copy of those recorrendations is provided for reference.
