I t also adds a requirement t o CA #12 to determ i ne i f the Bl ow-out pane l TCCP's can be rem oved or must be made permanent. There are no technica l changes. The most re cen t p l an had been t o per f orm the Un i t 2 modi f i ca t i ons i n B2R 1 4, and the Unit 1 mod i fi ca ti ons the f ol l ow i ng month. However, a management dec i sion was made t o not per f orm the Un i t 2 work as o r i gina l ly p l anned due t o resources. The work was SCRF'd ou t of B 2R1 4. Rev i s i ons requ i red to the mod E C's are not comp l eted to suppor t the work. This i s due in part t o NRC Gener i c Letter 08-0 1 on gas vo i ding concerns. The temporary cove r and brac i ng has been phys i ca l ly removed , but E C 371279 is re main i ng open because the condu i t has not yet been repa i red o r permanent l y accepted as-is. E C 3672 11 has been i nit i ated and assoc i ated t o E C 371279 to repair the condu i t or accept i t's current cond i t i on permanent l y. -A) contains the evaluat i on t hat shows the cover support members wou l d meet the operab ili ty cri teria f or rev i sions of t h i s Op Eval through Rev 3. To est i ma te the i mpac t of t he reduct i on in vent area i n Rev 3 o f t he Op Eva l , Sargent and Lundy (S&L) was contacted to per f o rm study runs on each unit. These study r uns had the f ollow i ng attr i butes: -The so f twa re program used (RELAP) i s accepted by the i ndustry for this type o f ana l ys i s and i s the same software used i n Reference 2.5.3.1 0 , -S&L has an approved QA program and the so f twa re was run from a con tr o l led l oca ti on, The run s were pe rf ormed by a qua lif ied ana l yst w i th oversigh t from a sen i or eng i neer, -Input s were deve l oped with i nput f rom Byron, Bra i dwood and Corpo ra te Eng i neering. The f o l low i ng are the sign i fi cant changes t o the mode l used i n Re f erence 2.5.3.10: Cred i t was taken f or more reali st i c mass and energy re l ease, (Re f 2.5.3.21) -The vent paths f r om the MS I V room to t he Ma i n S team Tunnel were more accurately mode l ed (pressure penalty), -Cred i t was taken f or t he openings created under References 2.5.3.14 and 2.5.3.15. Cred i t was taken f or t he annular fl ow area between the MSIV f an motor and f an shroud. Note tha t no credit was taken f or the fan runn i ng. Secu ri ty bars were modeled as part i al f low obst r uction. Cred i t was taken f or f l ow path o f normally open dampers on f an discharge (afte r adjusting for the obstruction due t o thickness o f the damper blades). The model was run in an iterative manner where By ron and B r a i dwood Eng i neering discussed the effects o f the changes f o r i mpact and reasonableness w i th S&L. Based on t he S&L study runs, the peak pressure i n the MSIV room a f te r accounting f or t he above model changes was 21.7 ps i g f or Un i t 1 and 1 9.4 psig f or Un i t 2. On Un i t 1, two Te mpo ra ry Configuration Changes (TCC) were i nsta ll ed t o enhance a degraded bu t ope rable cond i t i on; remova l o f the b l ank o f f p l ates (Re f 2.5.3.15) and s trengthening of the AF FSO covers (Ref 2.5.3.1 6). The design of the s t if fener TCC on Un i t 1 used a peak pressure o f 20 ps i g and DLF o f 2.0 (Reference 2.5.3.20). As the TCC was be i ng i nsta ll ed, Sargent and Lundy prov i ded addit i ona l i nformat i on tha t the peak p re ssure was 21.7 ps i g , i nstead of t he 20 psig used f or the des i gn o f the T CC. (Th i s occurred due t o the paral l e l paths o f re fi n i ng t he ana l ys i s and i nsta ll ing the TCC.) The calcu l ation (Reference 2.5.3.20) used t o deve l op the f actors of safe ty f or t he TCC was reviewed; adequate margin ex i s t s to compensate f or t he i ncreased pressure and stil l assure ope rabil i ty o f the AF FSO Concrete Expans i on Anchors with a factor o f sa f ety greater than 2.0. A fin i te e l ement ana l ysis o f the p l ate itse l f shows that the plate wou l d rema i n intact (Reference 2.5.3.17). There f ore the Un i t 1 AF013s shou l d be considered operab le w i th the enhanced marg i n gained by t he tw o TCCs. For Un i t 2 the b l owou t pane l TCC has been i nsta ll ed , but Un i t 2 i s dif f erent than Unit 1 i n tw o other aspects; the tube steel stif f eners have not yet been instal l ed and the peak pressu re in t he MSIV rooms are lower. The pressures are lower due to d if ferent mass and energy re l eases resu l t i ng f rom d i fferences i n SG des i gn. These o ffset t i ng fa cto r s have been reviewed in Re f erence 2.5.3.17 and the factor o f safe ty for t he CEAs i s 1.35. This i s su f fi c i ently (but sub j ective l y) greater than 1 tha t ope rability is assured on Unit 2 by on l y c redit i ng the blowout panel TCC.
