Issue Program (IP) activity or document:

Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (AfRP-227, Revision 1-A). EPRI, Palo Alto, CA: 2019. 3002017168.

Scope/ Description of Deviation:

CLG is submitting this NE! 03-08 deviation for Byron Units I and 2 and Braidwood Unit 2 to perfrlrrn the baseline volumetric examinations of Batlle-Fonner Bolts (BFBs) no later than 36 effective full pO\ver years (EFPY). Byron Units l and 2 and Braidwood Unit 2 are scheduled to perform the Reactor Vessel Internals (RVl) examinations in accordance with MRP-227. Revision l -A during the Spring 2026. Fall 2026. and Fall 2027 rci'ueling outages. respectively. These examinations include the volumetric examinations of the BFBs. The.se plants are considered Tier 4 plants per NS;\ L.-16-1. Revision I.

MRP-227. Revision I-A. Table 4-3. Item W6: --Baftlt:-Former Assembly; Baffle-Former Bolts .. requires 1hat Tier 4 plants perform baseline volumetric examinations oC BFBs no iater lhan 35 effective full pmH,r years (EFPY). as stated in l able 4-3. Note 8. Based on the schedule oCthe RV! examim1tions for Byron Units l and 2 and Braicl\\OOcl Unit 2. thCSl' plants will e:sceed the EFPY requirement for performing these baseline exaininations. Per the implementation requirements under Subsection 7.3 of MRP-227. Revision I-A. there is a NE! 03-08 "Needed" requirement which states. **cud1 comnzcrc1ui c*s. Pll'R unit 1/101!

implement the requirements o/Tuh!es 1 through 9 011d Tublr.cs 5-I tlimuglz 5-3for t!ir? upr1lirnh/c design". Per NE! 03-08. '"Needed" requiremems or guidance are --10 he implr.cmemr.cd whcnevi.!r hw ol!ernutirc arc acccptuh!e." Technical justification has been developed under EC 639996 and 640160 to deviate from the "Needed .. requirement above because it .. \1 ill not he implemcntccl 1rithin tlu! 1ime/i*mn1c in MRP-'.:!27. Revision l-A.

Reason for Deviation:

This deviation is being submitted to extend the current requirement of35 EFPY to 36 EFPY to bundle the baseline volumetric examinations or BFBs \vith the rest of the RV! e:saminations to reduce person-rem exposure and outage complexity. The RV! exarninations are being performed during outages with significantly longer durations than normally ~cheduled due to planned main turbine upgrades. These refueling outages are projected lo occur at EFPYs greater than 35 but less than 36. As such. performing the, olumetric examination of BFBs during those outages ,vith longer duration will allow more time to perfrmn any necessary evaluations or repairs on the BFBs. thereby reducing outage extension risks.

this provides site and vendor personnel with more time to complete the inspections, thereby reducing execution risks.
