SUBJECT:

UPDATE - CURRENT NRC ACTIONS AND STATUS OF UNION CONTRACT NEGOTIATIONS AT PILGRIM NUCLEAR POWER STATION

As of 8:00 a.m., on July 3, 2012, members of the United Workers Union of America (UWUA) Local 369 at Pilgrim Nuclear Power Station and Entergy Nuclear Operations, Inc. have not yet agreed to a new contract. UWUA Local 369 includes members of the maintenance, radiation protection, chemistry, and operations organizations. Entergy Nuclear and UWUA Local 369 leadership have agreed to resume contract negotiations on Friday, July 6, under the guidance of a federal mediator. The contract, which had been previously extended, expired at midnight on June 5.

The Entergy contingency plan remains in effect, with the use of qualified replacement workers to staff union positions throughout the plant. NRC resident inspectors, supplemented by regional inspectors, continue to provide augmented coverage at the site (NRC Inspection Procedure 92711, "Continued Implementation of Strike Plans during an Extended Strike"). The NRC onsite inspection watchbill has been adjusted to provide overlapping shifts and a daily presence onsite and in the control room to ensure Pilgrim meets its regulatory requirements.

The information presented herein has been discussed with Entergy and is current as of July 3, 2012, at 8:00 a.m. The NRC has kept the Commonwealth of Massachusetts informed. Region I Public Affairs is prepared to respond to media inquiries.
