Duetospecificcircumstances currently existingatD.C.CookNuclearPlantUnit2,wearerequesting anemergency changetothesubjectTechnical Specification (T/S).Specifically, theT/Sstates:"Asaminimum,twosourcerangeneutronfluxmonitorsshallbeoperating, eachwithcontinuous visualindication inthecontrolroomandonewithaudibleindication inthecontainment andcontrolroom.ACTION:Withthezeguizements oftheahovespecification notsatisfied, immediately suspendallopezations involving COREALTERATIONS orpositivereactivity changes..."

Thecurrentcircumstances atthePlantare:(1)OnFriday,April20,1984,duringtheUnit2refueling activities, oneofthetwosourcerangeneutronfluxmonitorsbeganbehavingerratically, rendering itinoperable.

(2)Wehaveproceeded topartially dewatertherefueling cavitytomakerepairstotheinoperable monitor.Wehavereplacedthedetectorandarestillunabletoachievesuccessful operation.

(3)Defueling (COREALTERATIONS) activities weresuspended withallbut30fuelassemblies removed.(4)Twooftheremaining 30fuelassemblies containsourcesforstartupofthereactor.Fifteenassemblies arenearoperabledetectorN31andfifteenassemblies arenearinoperable detectorN32.(5)Continued delaystofixtheinoperable detectorpriortocompletion ofdefueling woulddelaystartupcommensurately fornoapparentsafetyreasons.8404300023 840424PDRADOCK05000316DR IWp

~~Therefore, weareproposing thatT/S3.9.2beamendedtoallowdefueling oftheremaining 30assemblies duringthecurrentUnit2(1984)outage,withonlyoneOPERABLEsourcerangeneutronfluxmonitor.Basedonourreviewofthecurrentcoreconditions, wehaveconcluded thatthecoremultiplication factor(k-effective) willalwaysbereducedbytheremovaloffuelassemblies andthecommensurate replacement of2000ppmboratedwater.Therefore, webelievetheremaining 30fuelassemblies couldberemovedwithonlyoneOPERABLEsourcerangeneutronmonitorandnotcreatesignificant hazardsconsideration asdefined10CFR50.92.Specifically, theproposedchangewillnotincreasetheprobability orconsequences ofapreviously-analyzed accident.

Thechangemayreduceinsomewayasafetymargin,butitisclearlywithintheacceptance criteriaformaintaining thecoresubcritical.

TheAttachment tothislettercontainstheproposedrevisedT/Spage.Thechangeisindicated byverticalbarsdrawnontherighthandmarginofthepage.TheproposedchangehasbeenreviewedbythePlantNuclearSafetyReviewCommittee andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee atitsnextscheduled meeting.Pursuanttotherequirements of10CFR50.91(b)(1),

acopyofthisletteranditsattachment havebeentransmitted toMr.R.C.CallenoftheMichiganPublicServiceCommission.

Weinterpret thisapplication foralicenseamendment toconstitute aClassIIIAmendment asdefinedin10CFR170.22.Therefore, acheckintheamountof$4000.00willbeforwarded inthenearfutureaspaymentforprocessing theaforementioned request.Thisdocumenthasbeenpreparedfollowing Corporate procedures whichincorporate areasonable setofcontrolstoinsureitsaccuracyandcompleteness priortosignature bytheundersigned.
