Donald C. Cook Unit 1 and 2 - Proposed license condition for LAR Regarding Change to RCS Pressure and Temperature Limits - MF4280 and MF4281 Joe, During the teleconference on 7/31/14, it was proposed by the staff that a license condition be added to the D.C.Cook Unit 1 and 2 licenses to account for the nozzles effect. Following is the condition proposed by the NRC staff. Please review it and provide us your comments or concurrence of this license condition. As indicated below, the licensee will have to provide the missing date which needs to be filled in the condition below. Please let us know if you need to discuss this further with the staff. Thanks Operation with vacuum fill:

The facility may be operated with a vacuum fill under the CNP Unit 1 and Unit 2 TS Bases TS 3.4.3, "RCS Pressure and Temperature (P-T) Limits" with the modifications of Figures 3.4.3-1 "Reactor Coolant System Pressure versus Temperature Limits - Heatup Limit, Criticality Limit, and Leak Test Limit (Applicable for service period up to 32 EFPY)" and 3.4.3-2 "Reactor Coolant System Pressure versus Temperature Limits - Various Cooldown Rates Limits (Applicable for service period up to 32 EFPY)" during vacuum fill operations of the Reactor Coolant System (RCS), with the extension to -14.7 pounds per square inch gage to bound the reactor coolant system (RCS) conditions required to support vacuum fill operations. The licensee will submit an analysis of the P-T curves in Figures 3.4.3-1 and 3.4.3-2 within one year (Date), which demonstrate consideration of the ferritic reactor coolant pressure boundary (RCPB) components that are not reactor vessel (RV) beltline shell materials.

The submittal must include discussion of the "margin" for the current operating status vs. the 32 EFPY P-T curves, such that the staff has confidence that any adjustment to the curves resulting from consideration of the nozzles would not be of immediate concern.
