ThisletteranditsattachmentsconstituteanapplicationforamendmenttotheTechnicalSpecificationsfortheDonaldC.CookNuclearPlantUnitNos.1and2.Werequestthatthisapplicationbeexpeditedtoavoidthepossibilityofanunwarrantedunitshutdown.Specifically,wearerequestingthatthe72-hourlimitforloopinoperabilitybeextendedwhenanEssentialServiceWater(ESW)pumpisoutofserviceforrepairorreplacement.Asacompensatorymeasure,weareproposinganadditionalchangetorequiretheotherthreeESWpumpstobeoperable(onepumpfromtheaffectedunitandtheothertwofromtheoppositeunitwiththeESWsystemalignedinthecross-tiemode).Thischangeisbeingrequestedforbothunits.Forreasonsdescribedbelow,wemayrequirethischangeinordertoallowUnit1tocontinueoperationatpower.WearerequestinganidenticalchangeforUnit2forconsistencybetweenunits.In-servicetestingdatafortheUnit1WestESWpumphasindicatedgradualdegradationinthepump'sperformance.DatatakenonDecember23,1985indicateddegradationtothepointwherepumpreplacementmayberequiredinthenearfutureandpriortoanyscheduledcoldshutdownoutage.WewouldprefertobeginthisreplacementbytheendofFebruary1986,toensurethatthepumpdoesnotfallbelowminimumperformancestandards.Inthelastfiveyears,fourUnit1ESWpumpreplacementshavebeenperformed,ofwhichonewasinamodeinwhichtheESWpumpswererequiredtobeoperable.Onthatoccasionthenecessaryworkwasaccomplishedin60hours,whichiswithinthe72hoursallowedbytheActionStatementofTechnicalSpecification3.7.4.1.However,repairtimestwiceaslonghaveggagg20482~~0~0~7s15PDRADOCg,05DOpDRpQIP)i)~gigfi&4~

Attachment1TechnicalSpecification3.7.4.1requiresthatatleasttwoindependentessentialservicewater(ESW)loopsbeoperableinModes1through4.Theactionassociatedwithonlyoneindependentloopoperableallows72hourstorestoretheotherlooptooperablestatus.Inordertoperformroutinemaintenancenecessarybecauseofnormalpumpdegradation,itisnecessarytovoluntarilyremoveoneESWpumpfromservice.Toensurethatmaintenanceisthoroughlyperformed,itmaybenecessarytotakemoretimethanthe72hoursallowed.Thus,wearerequestingtoaddafootnotetopages3/47-17(Unit1)and3/47-13(Unit2).ThefootnotewillallowcontinuedpoweroperationprovidedthatthreeESWpumpsareoperableandremainavailabletoeitheroftheCookunits.TheBasessection(pageB3/47-4forbothunits)hasbeenrevisedtoreflectthischange.AsdescribedinSection9.8oftheUpdatedFSAR,theESWsystemcontainsfourpumpsthataresharedbetweentheunitsviacross-tievalves.TheESWsystemsuppliescoolingwaterfromLakeMichiganforthecomponentcoolingheatexchangers,containmentsprayheatexchangers,emergencydieselgenerators,andthecontrolroomairconditioningunits.Additionally,theESWsystemprovidesabackupwatersourcefortheauxiliaryfeedwaterpumps,shouldthecondensatestoragetankbeunavailableorempty.AsseeninTable9.8-5oftheUpdatedFSAR,onlytwoofthefourESWpumpsarenecessaryfordesign-basisconditionswithbothunitsatpower.WehavealsostatedintheUpdatedFSARthatwehavethecapabilitytoprovidesufficientESWwatertoserviceaLOCAinoneunitwhiletheotherunitisundergoingcooldown.Thelattercaserequiresthreepumpstoremovetheheatload,andisoutsidetheplantdesignbasis.(ThisisbecausethedesignbasisofCookestablisheshotshutdownasthesafecondition.)Nevertheless,wewillrequirethreepumpstobeoperabletoensurewemaintainthecapabilityforunitcooldownbeyondthe'hotshutdowncondition.Eventhoughthesechangesmayresultinanincreaseintheprobabilityofoccurrenceorconsequencesofapreviouslyanalyzedaccident,theresultsar'eclearlywithinacceptablelimitsasestablishedintheD.C.CookFSAR.Wethusbelievethesechangesdonotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.Inaddition,aneditorialchangehasbeenmadeononeoftheaffectedpages.InUnit2,pageB3/47-4,theword"emergency"hasbeenchangedtolowercasetoreflectthefactthatitisnotadefinedterm.
