AttachmenttoAEP:NRC:0936DPage2Criterion2Thesechangesarepurelyadministrativeinnature.Theplantsystems,componentsandoperationwillnotbealteredbythesechanges.Thereforewebelievethischangewillnotcreatethepossibilityofanewordifferentkindofaccidentthanhaspreviouslybeenanalyzedorevaluated.Criterion3Sincethesechangesareadministrativeinnature,theywillnotimpacttheabilityofplantsystemsandcomponentstoperformtheirsafetyfunction.Thereforewebelievethesechangeswillnotinvolveasignificantreductioninamarginofsafety.TheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14780)ofamendmentsconsiderednotlikelytoinvolveasignificanthazardsconsideration.ThefirstexampleisthatofapurelyadministrativechangetotheT/Ss:forexample,achangetoachieveconsistencythroughouttheT/Ss,correctionofanerror,orachangeinnomenclature.Webelievethatthechangesrequestedinthisletterareofthetypespecifiedintheexample.Sincethesechangesareadministrativeinnature,theydonotreduceamarginofsafety,donotincreasetheprobabilityorconsequencesofapreviouslyanalyzedaccident,anddo'otintroducethepossibilityofanewaccident.Therefore,webelievethesechangesdonotinvolveasignificanthazardsconsiderationasdefinedby10CFR50.92.WerequestthatthetitleoftheBasesSection3/4.4.5bechangedtocorrespondtothechangeintitleofT/S3/4.4.5.Inaddition,wewouldliketoaddthefollowingstatementtoT/SBases3/4.4.5:"InMODES1,2,3and4thetubeintegrityofthesteamgeneratorsshallbeconsideredmaintainediftheprimary-to-secondaryleakagerateiswithinthelimitsofSpecification3.4.6.2."Thisstatementclarifiestheintentofthechangeinnomenclatureandbetterdefinestheterm"tubeintegrity."
