Attachment1toAEP:NRC:1078Page2Criterion2Thechangedoesnotinvolvephysicalmodificationstotheplantorchangesinplantoperation.Thechangethereforeshouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzedorevaluated.Criterion3SeeCriterion1above.Lastly,wenotethattheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14870)ofamendmentsconsiderednotlikelytoinvolvesignificanthazardsconsideration.Thefirstoftheseexamplesreferstochangeswhicharepurelyadministrativeinnature:forexample,changestoachieveconsistencythroughouttheT/Ss,correctionoferrors,orchangesinnomenclature.TheproposedchangeonlyclarifiesthepresentT/S.Wearenotproposingtoreduceanypresentrequirements.Forthesereasons,webelievethattheexamplecitedisapplicableandthattheproposedchangeshouldnotinvolvesignificanthazardsconsideration.
