3&40d)'ORVblockvalvepositionindication.Thestem-mountedlimitswit'chesprovidedirectvalvepositioniiydicationincompliancewiththeLessonsLearnedrequirements.Pe)':Safetyvalvepositionindication.TheacousticmonitoringsystemprovidesthedirectvalvepositionindicationincompliancewiththeLessonsLearnedrequirements.The"SteamGeneratorWaterLevel-WideRange"channelhasbeen.deletedfromtheUnit2tables,andhasnotbeenincludedinthecorre-spondingproposedUnit1tablesforthefollowingreasons.TheSteamGeneratorHideRangeHaterLevel(SGWRML)instrumentationdoesnotperformanysafety-relatedfunctionandisnotassumedoperableinthevariousplant.safetyanalyses.Assuch,theSGWRWLInstrumentationisnotincludedwithinthescopeofIEBulletinNo.'9-01B.TheSGNarrowRangeWaterLevelInstrumentation(3channels/loop)isseismicallyandenvironmentallyqualifiedandiscorrectlyincludedin.tableNos.3.3-10and4.3-10.Thenarrowrangeinstrumentationfulfillsallpost-accidentmonitoringrequire-mentsforSGlevelindication'ndisreferencedintheemergencyoperatingprocedures.Secification3/4.4.4-Units1and2TheexistingTechnicalSpecificationforthePressurizerhasbeen.revisedtoinclude,withintheLimitingConditionforOperation(LCO),therequirementforoperabilityofatleast150kWofheaters.Thisisthenecessarycapacitytohaveavailablewithinone(1)hourformaintainingadequatesubcoolingwhile'ntherraturalcirculationcoolingmode.TheexistingLCOcoversadequatelytherequirementforPressurizerlevelin-strumentationsincethisequipmentisusedtoverifythatthePressurizerisnon-watersolidbymaintainingacertainwatervolume.Thevalueusedisconsistentwiththatusedinourproposed.over-pressurizationprotectionTechnicalSpecification.ThecorrespondingACTIONoftheLCOandtheSurveillanceRequirementshavebeenrevisedtoincludetheneviadditionalrequirementscontainedinthemodelTechnicalSpecificationsofHr.Eisenhut'sJuly'2,1980letter.Secification3/4.4.11-NEW-Units1and2TheproposedTechnicalSpecificationfortheReactorCoolantSystemPowerOperatedReliefValves(PORVs)andBlockValves(BVs)isanewspecifi-cationfortheCookPlant.WehaveappropriatelyincludedthisspecificationwithinthesectionoftheTechnicalSpecificationscoveringtheReactorCoolantSystem(3/4.4)andtoavoidextensivere-numberingofexistingTechnicalSpec-ificationsweareaddingitattheendof'section3/4.4asanewSpecification3/4.4.11.

TheCookPlantdesigncontainsthree(3)PORYsandeachhasacorrespondingBV:ThePORVsarespring-closed,air-to-openuponactuationoftheircorrespondingsolenoidcontrolvalve.ThesolenoidvalveandtheBVareelectricallyoperated(theBVbeingamotoroperatedvalve)andpow'eredfromtheemergencybuses.Thegeneric)lestinghouseanalysesperformedforafourloopplantinclude'onlytwoPORY'sandassociatedBV's.TheproposedActionstate-mentallowsforoperationalmodechangesintheCookPlantwithone(1)ofthePORY'sorBV'sinoperable,providedofcoursethatthereliefpathis'solated.Also,thereportingrequirementsarenotapplicableinthecaseofone(1)PORYorBVinoperable.ThisadditionalflexibilityiswarrantedsincetheCookPlantdesigndiffersfromthegeneric4loopwestinghousePlantandsincetherequiremen'ttoisolatetheinoperablereliefpath(other-wiseshutdowntheplant)isnotwaived.AlloftheapprovedgenericanalysesremainvalidfortheCookPlantevenwithone'ORYorBV(reliefpath)in-operableandisolated.TherearetwowaystoisolateareliefpathdependingonwhetherthePORY'ortheBVisinoperable.InthecaseofaninoperablePORY'whichcannotberestoredtooperablestatustheassociatedBYmustbeclosedandpowerremoved.InthecaseofaninoperableBVwhichcannotberestoredtooperablestatusandtheBVcannotbeclosedor'owerremoved,theassociatedPORVcanbeclosedandpowerremovedfromitsassociatedSolenoidValve.'heseactionrequirementsholdforallthree(3)ofCook'sPORY's/BV'sother-wiseplantshutdownisrequired.TheseprovisionsareconsistentwiththemodelTechnicalSpecificationscontainedinMr.Eisenhut'sletter.Thepro-visiontoclosethePORVandremovepowerfromitsassociatedSolenoidValvewithaninoperableBYassuresthatthereliefpathonce.isolatedinthismannerwillremainisolated.OfcoursewhentestingtheBYandActionState-ments3.4.ll.aor3.4.1l.careapplied,theprovisionsof4.0.4arenolongerapplicablesincethepreferenceistokeepthereliefpathwithinoperableequipmentinanisolatedcondition.Theexemptionisincludedinthecorre-spondingsurveillancerequirements.AsmentionedabovethepowersuppliesfortheBV'sandthePORY'sarefromtheemergencybuses.ThisisapermanentfeatureintheCookPlantdesign.Assuch,thesurveillancerequirementfortestingof.theemergencypowersuppliescontainedinHr.Eisenhut'smodelTechnicalSpecificationdoesnotapplytoCookPlantsincetheseelectricalpowersourcesarepermanentlyconnectedtotheemergencysafeguardsbuses.Inordertomeettheintent'ofthemodelTechnicalSpecificationsurveillancerequirementwehaveincludedtheprovisiontotestthePORV's/BV'swhentheemergencysafeguardsbusesareenergizedbythedieselgeneratorsandplantbatteriesinconjunctionwiththecorresponding18monthssurveillancerequirementsfor'thisequipment.ThePORV'sandBV'sarejustanelectricalloadconnectedtotheemergencysafeguardsbusesand,thus,therequiredsurveillancewillbeperformedwhenthesebusesareenergizedfromtheiremergencypowersources.

~~J InadditioninUnit1wehaverevisedSpecification4.0.3onpage3/40-2tobeconsistentwith4.0.3ofUnit2andnotrequiresurveillanceoninoperableequipment.Forexample,thisbecomesneces-sarywhenareliefpathisisolatedbecauseofinoperableequipment,vihoseoperationtoperformrequiredsurveillancecouldcausealossofRCSpressureboundary.PerformanceoftheBYcyclingtestsuggestedinthemodelTechnicalSpecificationswhenthePORVinthesamereliefpathis.inoperableandtheBVhastobeclosedandmadeinoperable{powerremoved).inaccordancewiththecorrespondingActionrequirementswouldbeundesirablesinceitwouldrequirere-openingthatBV.Assuch,addingthisprovision.to4.0.3inUnit1becomesnecessarvandagreeswit}i4.0.3inUnit2;----Table3.6-1:Containment'solationValves-Units1and2Asecond'fail-closed'iroperated.containmentisolationvalve,gCR-301,-isbeinginstalledintheletdown;linetotheletdownheatex-changertoaddresstheNRCconcernsetforthinItem2.1.4oftheCommissionsafetyevaluationofIMECo.compliancewiththeCategory'A'essonLearnedRequirementsdatedMarch20,1980.TechnicalSpecificationTable3.6-1ofbothUnits1and2isbeingrevisedtoincorporate'thisvalve.Therevisiontothisexistingspecificationshouldbecomeeffectiveuponinstallationofthenewcontainmentisolationvalve.Anexactinstallati'ondatehasnotbeendeterminedsincethisneviequipment.hasalongprocurementleadtime(18mos.).Inanycase,arefuelingoutageisrequiredtoperformthismodification.TherestoftheNRC-proposedTechnicalSpecificationisalreadyapartoftheCookPlantTechnicalSpecifications.Table6.2-1-.Units'1and2bTherequirementtohaveaShiftTechnicalAdvisor(STA)ondutyinModes1,2,354hasbeenincludedinthistableonTechnicalSpecifi-cationpage6-4forbothUnits1and2.ASTAisondutyforbothUnits1and2asasharedfunction(appropriatelyfootnoted)incompliancewiththeLessonsLearnedrequirements.Secification6.3-Units'1and2ThefacilitystaffqualificationrequirementshavebeenrevisedtoincorporatethoserequirementsapplicabletotheSTA.UndertheapprovedCookPlantSTAprogram,fullcompliancewiththesestaffqualifi-'ationrequirementswillbeachievedbyJanuary1,1981.MeproposethisTechnicalSpecificationrevisionnow{applicabletobothUnits182)totakeeffecton1/1/81incompliancewiththeLessonsLearnedrequirements.Reference1:NRCSafetyEvaluation"Reportforcompliancewiththecategory"A"LessonsLearnedrequirementsdatedMarch20,1980.
