ATTACHMENT1TOAEP:NRC:1124BPage1I.DESCRIPTIONOFCHANGESWeareproposingtomodifytechnicalspecification(T/S)5.3.1(DesignFeatures-FuelAssemblies)toallowforfuelreconstitution.Themodifiedstatementpermits"limitedsubstitutionsofzirconiumalloyorstainlesssteelfillerrods,inaccordancewithNRC-approvedapplicationsoffuelrodconfigurations."II.JUSTIFICATIONFORCHANGESTheproposedT/Samendmentisalineitemimprovementbasedontheguidanceofgenericletter(GL)90-02supplement1,"AlternativeRequirementsforFuelAssembliesintheDesignFeaturesSectionofTechnicalSpecifications."ThepresentT/Srequirementforfuelassembliesspecifiesthequantityoffuelassembliesandthenumberoffuelrodsperassembly.Flexibilitytodeviatefromthenumberoffuelrodsperassemblyisdesirabletopermitremovaloffuelrodsthatarefoundto'beleakingoraredeterminedtobeprobablesourcesoffutureleakage,sothatreuseofthemajorityoftheaffectedfuelassemblyispermittedwithminimalimpactoncoredesign.forthesubsequentfuelcycle.Thisimprovementmayprovidereductionsinfutureoccupationalradiationexposureandplantradiologicalreleases.TheproposedchangetoallowreconstitutionisconsistentwiththerecommendationofGL90-02supplement1.Substitutionislimitedtozirconiumalloyorstainlesssteelfillerrods(i.e.,noopenwaterchannelsarepermitted).Also,substitutionmustbeinaccordancewith"NRC-approvedapplicationsoffuelrodconfigurations."Genericletter90-02supplement1states:"ThestaffconsidersanNRC-approvedmethodologytobeanymethodologythattheNRCstaffhasexplicitlyapprovedinawrittensafetyevaluationoraplant-specifictechnicalbasis.ThatNRC-approvedmethodologymustbeusedonlyforthepurposeandthescopeofapplicationspecifiedintherevieweddocumentasapprovedormodifiedintheNRCapprovaldocumentation."Wearesubmittingthisamendmentonlyasacontingencyshouldtheneedariseinthefuture.Asrequiredbytheseproposedchanges,anyreconstitutionperformedwillbedonein ATTACHMENT1TOAEP:NRC:1124BPage2accordancewithanalreadyapprovedmethodology,oraspecificmethodologywillbesubmittedforNRCapproval.III.10CFR5092CRITERIPer10CFR50.92,aproposedchangedoesnotinvolvesignificanthazardsconsiderationifthechangedoesnot:involveasignificantincreaseintheprobabilityorconsequenceofanaccidentpreviouslyevaluated,2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated,or3.involveasignificantreductioninamarginofsafety.CriterionTheproposedchangesonlymodifytheT/Sssuchthatreconstitutionisrecognizedasacceptableunderverylimitedcircumstances.Reconstitutionislimitedtosubstitutionofzirconiumalloyorstainlesssteelfillerrods,andmustbeinaccordancewithapprovedapplicationsoffuelrodconfigurations.AlthoughthesechangespermitreconstitutiontooccurwithouttheneedforaspecificT/Schange,anapprovedmethodologyisrequiredpriortoitsapplication.Sincethechangeswillallowsubstitutionoffillerrodsforleakingorpotentiallyleakingrods,thechangesmayactuallyreducetheradiologicalconsequencesofanaccident.ItisnotedthatthespecificchangesrequestedinthisletterhavepreviouslybeenfoundacceptablebytheNRCinGL90-02supplement1.Forthesereasons,weconcludethatthechangeswillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.CriterionTheproposedchangeswillnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluatedbecausetheywillonlyaffecttheassemblyconfigurationandcanonlybeimplementedinaccordancewithanNRC-approvedmethodology.Theotheraspectsofplantdesign,operationlimitations,andresponsestoeventswillremainunchanged.ItisnotedthatthechangeshavepreviouslybeendeterminedacceptablebytheNRCinGL90-02supplement1.
