Improved Technical Specification (
ITS) 3.3.17,
Post Accident monitoring (
PAM) Instrumentation, requires, in part, that both channels of the function, Degrees of Subcooling, shall be
operable in MODES 1, 2, and 3.
ITS 3.3.17, Condition C, states that with one or more functions with two required channels
inoperable, restore one channel to
operable within 7 days. Contrary to the above, on January 25, 2008, during surveillance testing, the licensee determined that both channels of the function, Degrees of Subcooling, had been
inoperable since a software change on August 13, 2007. The inspectors determined that the failure to comply with
ITS was of very low safety significance since the Degrees of Subcooling function would have remained available during the most limiting accident conditions (incore temperatures less than 1250oF ). The software change only affected the Degrees of Subcooling function above incore temperatures of 1250oF. This issue is documented in the licensees corrective action program as
