Replaced "Emergency Coordinator" with "Shift Communicator" in sections dealingwith site communications where the Shift Communicator actually performs thenotifications at the direction of the Emergency Coordinator.2. Deleted "Emergency Control Officer" from Table 1-1, Typical Sequence of Actions,since the actions only applies to the Recovery Manager.3. Replaced "Health Physics" with "Radiation Protection" in multiple areas tostandardize terminology.4. Added Technical Support Center responsibilities to the Turnover section on Page2-18. This enhances the description on how and what functions are turned overbetween the Emergency Response Facilities.5. Clarified that Accident Assessment with the expanded ERO Table 2-2 is theresponsibility of the Emergency Coordinator assisted by the TSC technical staff.6. Added FPL Radio as a communication interface for the OSC to Figure 4-2Communication Interfaces.7. Replaced Emergency News Center (ENC) with Joint Information Center (JIC) forconsistency with the Fleet.8. Removed the Nuclear Division Duty Officer (NDDO) as a responder. The NDDO wasa common responder for PSL and PTN. The NDDO will no longer respond. The onlyresponsibility for the position was to fill in for the Emergency Control Officer. TheEmergency Control Officers were also Juno Beach personnel that were commonresponders to PSL and PTN. PSI. and PTN are now filling the ECO position with sitepersonnel.Significant Changes1. Removed the actual Letters of Agreement from Appendix E. A description of eachagreement has been added to Appendix E. The Letters will remain in EP files and willcontinue to be updated in the required frequency.2. Retiring manual off-site dose calculations in accordance with 1 and 2 EPIP-09. PSLhas transitioned to using Unified RASCAL Interface for computerized off-site dosecalculations. Since the computers used are not LAN connected -all stand alone -in Page 2 of 2accordance with the Cyber Security Program the probability of corrupting the software isminimal. Emergency Preparedness performs quarterly functional checks on the workstations to verify the software. The manual calculations were difficult, slow to completeand had numerous opportunities for personnel error. These calculations were alsobased on the now retired Class A off-site dose assessment software which is no longersupported..The 50.54(q) evaluation determined that there is no decrease in effectiveness of theEmergency Plan due to the changes.
