NARRATIVE

REPORT Ga. Power Company Plant E. I. Hatch Baxley, Ga. 31513 REPORTABLE OCCURRENCE REPORT N0. 50-321/1980-078 On. June 30, 1980,while maintaining Hot Standby condition for HPCI testing, the 02 content of the primary containment ex-ceeded 4% when a Rx. Bldg. to suppression chamber vacuum breaker opened causing' air from the Rx. Bldg. to be drawn into the' suppression chamber.

Opening of the vacuum breaker was caused by temperature decrease of the suppression chamber air volume when Torus spray was placed in service to cool the suppression chamber air volume.

Operators initiated Np makeup and a controlled shutdown was begun.

The 02 content wds re-duced to less than 4% within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and the shutdown terminated.

On July 1, 1980, it was discovered that the oxygen concentra-tion-was over 4% when the analyzers were calibrated and returned to service.

The 0 content was found to be 4.5%.

Operators have been cautioned to monitor suppression chamber pressure during Torus spray operation to prevent vacuum breaker operation.
