NARRATIVE

REPORT On April 25, 1980, with the unit at steady state power operation (98% of licensed thermal power), an observation of the RHR "A"

Loop Heat Exchange Pressure Indicator by a licensed operator in the control room indicated that the "A"

Loop pressure was increasing above normal jockey pump charging pressure of 60 PSIG.

Investigation showed that if the LPCI Outboard Injection Valye Ell-F017A was closed, then pressurization of the "A" Loop would cease.

Thus, the LPCI Containment Isolation Valve E11-F015A was determined-to be leaking.

This problem is a recurring one for this Loop; refer to R0 Report Number 50-321/79-012.

A similar event occurred on the RHR "B" Loop; refer to R0 Report Hum-ber 50-321/79-100.

Nothing has happened to indicate that this problem is applicable to the F015 Valves on the RHR

A" and "B" Loops on Unit 2; in fact, the valves are from a different manufacturer.

This decision was based upon power being available to op-erate both the Ell-F015A and F017A Valves in case of a LOCA and/or LOSP type accident.

There are no system problems be-cause of the configuration.

Primary containment integrity I

is maintained due to both valves being closed (with Ell-l F017A closed, the pressurizing ceased).

Repair of this valve will occur upon first cold shutdown.
