aOn May 25,1980, with the reactor in the shutdown mode, while performing procedure HNP-1-lll4,.RHR Shutdown Cooling Mode, on the

'B' division, the Shutdown Cooling Valve, IEll-F006B, for the

'B' RHR pump failed to open.

The 'B' 'RHR' pump was declared inoperabic. The

'B' pump was required to be operabic per Tech. Spec 3.5.B. I.b due to the ' A' division of the RHR system being out for maintenance.

Upon investigation of the failure, personnel discovered that a normally-closed auxiliary contact in the open circuit was stuck open. The auxiliary contact block, located on the motor control center starter, was replaced and the valve returned to service. The

'B' RHR pump was then placed back in_ operation.

This was not a repetitive event nor were there any effects to public health and safety.
