Millstone Unit 3 - Post Exam Comments Resolution / References (Folder 1)

Millstone 3 submitted 2 emailed proposals for a change to the answer key of Technical Specifications for Scenario 1, Event 3, Loss of VIAC 3. The two emails dated September 27, 2021, and October 6, 2021, can be found in ADAMS with Accession numbers ML21293A125 and ML21293A 130, respectively.

The NRC agreed with only one out of the two proposals and made changes to the key, then regraded everyone. The two proposals conflicted with eachother in that in the first proposal (ML21293A125 dated September 27, 2021), Millstone asked that TS 3. 0.3 be considered an accurate answer for loss of VIAC 3 because if we had ran the scenario longer and let the crews reach Step 11 of AOP 3564, they may have found themselves in TS 3.0.3. On the other hand in their second proposal (ML21293A130 dated October 6, 2021), Millstone asked that the candidates be evaluated against TS calls related to only Step 7 of AOP 3564. After careful consideration of the technical basis for both proposals we agreed with the removal of 2 TS calls based on the description in TSs for Total and Minimum channels available, as well as based on the drawings Millstone submitted. The TS key for Scenario 1, Event 3, Loss of VIAC 3, was reduced by 2 calls as they proposed on October 6, 2021:
