MONTICELLO NUCLEAR GENERATING PLANT - AUDIT PLAN IN SUPPORT OF REVIEW OF LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3.8.6, BATTERY PARAMETERS, SURVEILLANCE REQUIREMENT 3.8.6.6 (EPID L-2023-LLA -0160)

Dear Mr. Hafen:

By letter dated November 10, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23317A122), Northern States Power Company, a Minnesota Corporation (NSPM, the licensee), doing business as Xcel Energy, submitted a license amendment request (LAR) for Monticello Nuclear Generating Plant to the U.S. Nuclear Regulatory Commission (NRC). Specifically, the proposed amendment revises Technical Specification 3.8.6, Battery Parameters, Surveillance Requirement 3.8.6.6, acceptance criteri a for 125-volt direct current (VDC) batteries.

During the review of the LAR, the NRC staff identified items that require further clarification and detailed explanations. The NRC staff will conduct a regulatory audit to support its review of the LAR in accordance with the enclosed audit plan. A regulatory audit is a planned activity that includes the examination and evaluation of primarily non-docketed information. The audit will be conducted to increase the NRC staffs understanding of the LAR and may identify information that will require docketing to support the NRC staffs regulatory findings.

The audit will be conducted using an online portal and teleconferences. The audit plan and supporting materials are enclosed.

1.0 BACKGROUND

By letter dated November 10, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23317A122), Northern States Power Company, a Minnesota Corporation (NSPM, the licensee), doing business as Xcel Energy, submitted a license amendment request (LAR) for Monticello Nuclear Generating Plant (Monticello).

The proposed amendment revises Technical Specification 3.8.6, Battery Parameters, Surveillance Requirement 3.8.6.6, acceptance criteria for 125 -volt direct current (VDC) batteries.

2.0 REGULATORY AUDIT BASES

A regulatory audit is a planned license or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. The audit is conducted with the intent to gain understanding, to verify information, and to identify information that will require docketing to support the basis of a licensing or regulatory decision. Performing a regulatory audit is expected to assist the U.S. Nuclear Regulatory Commission ( NRC) staff in efficiently conducting its review and gaining insights to the licensees processes and procedures.

Information that the NRC staff relies upon to make the safety determination must be submitted on the docket.

This regulatory audit is based on the following regulatory requirements and guidance:

  • Title 10 of the Code of Federal Regulations, section 50.63, Loss of All Alternating Current Power.
  • The Monticello Update Safety Analysis Report Principal Design Criteria (PDC),

specifically:

o PDC 1.2.1.a, General Criteria, o PDC 1.2.6, Plant Electrical Power, o PDC 1.2.10, Separation of Safety Systems, o PDC 1.2.11, Class I Equipment and Structures.

  • IEEE Std. 450-1995 (Institute of Electrical and Electronics Engineers Standard), IEEE Recommended Practice for Maintenance, Testing, and Replacement of Vented Lead-Acid Batteries for Stationary Applications.

3.0 SCOPE

The audit team will view the documentation and calculations that provide the technical support for the LAR. The scope of the NRC staffs audit will focus on the following subjects:

In addition, the audit team will request to discuss these topics with NSPM s subject matter experts. The NRC staff will conduct this audit under the guidance provided in NRR Office Instruction LIC-111, Regulatory Audits, Revision 1 (ML19226A274).

4.0 INFORMATION AND OTHER MATERIAL NECESSARY FOR THE REGULATORY AUDIT

The NRC staff requests that the documents, data, and calculations regarding the topics, be made available to the staff in NSPM s electronic reading room, specifically the following and any supporting documents:

The NRC staff acknowledges and will observe appropriate handling and protection of proprietary information made available for the audit. The NRC staff will not remove non-docketed information from the audit site or web portal.

5.0 AUDIT TEAM

6.0 LOGISTICS

The audit will be conducted remotely using video and teleconferencing and a secure, online portal, established by the licensee. The audit will begin on February 26, 2024, and last through March 8, 2024. The NRC staff requests the portal remain open and accessible until final requests for additional information, if any, are issued on or about April 29, 2024. The NRC will establish an audit meeting(s) on mutually agreeable dates and times to discuss information needs and questions arising from the NRCs review of the audited items. The NRCs licensing project manager will inform the licensee of audit meeting dates when they are established, including the date of an audit kickoff meeting.

7.0 DELIVERABLES

The NRC staff will issue an audit summary report within 90 days of the audit exit.
