Bob and Pam Zimmerman,

The NRC is conducting a thorough review of Holtecs request to authorize the return of the Palisades nuclear plant to operating and will only authorize restart if Holtec can demonstrate that Palisades will be able to meet the NRCs safety and security requirements for an operating reactor in order to protect the workers, the public and environment. The NRC created a dedicated panel of experts, Palisades Nuclear Plant Restart Panel,to oversee and review the actions Holtec is taking to meet these requirements, including licensing, programmatic oversight, regulatory guidance and inspections. The team is actively reviewing licensing actions and conducting inspections. The NRC also continues its oversight of the shutdown and defueled plant. The plant remains in a safe condition. No decision has been made on Holtecs request.

We realized from the beginning of this review that the community around Palisades is likely to have a lot of questions and concerns related to the potential restart of this plant. As such, transparency and keeping the public informed every step of the way became one of our highest priorities as we review Holtecs request to bring Palisades back online. The NRC held nine public meetings, which enabled the public to observe discussions between the NRC and Holtec related to licensing actions and ask questions. In addition, we went above and beyond what was required by committing to host quarterly public meetings near the plant to inform and update the community on the NRCs reviews and create opportunities for a dialogue with interested members of the public. The first meeting was held on April 17, 2024, and the next public meeting will be held later this summer.
