Rebecca, By letter dated January 2, 2020 (ADAMS Accession No. ML20003E481), Exelon submitted a relief request, RV-03, Revision 1, for a proposed alternative to the ASME Code requirements, for the fifth 10-year inservice testing interval for Quad Cities Nuclear Power Station. Specifically the proposed alternative removes previously described air-testing of motor operated pressure isolation valves that are also containment isolation valves and revises pressure isolation valve leak test frequency consistent with 10 CFR Part 50, Appendix J, Option B in accordance with 10 CFR 50.55a(z)(1).

On February 5, 2020, NRC staff held a clarification call with Exelon to clarify if the request should be made under 10 CFR 50.55a(z)(2) instead of 10 CFR 50.55a(z)(1). Following the clarification call, Exelon provided the below e-mail dated February 6, 2020. I note a correction in red below. We acknowledge receipt of your clarification and adding this information in public ADAMS.

Booma, This email serves to confirm the basis for requesting relief under 10 CFR 50.55a(z)(1) instead of 10 CFR 50.55a(z)(2).

There is a paragraph on page 2 of Attachment 1 of ML20003E481 that describes why Exelon requested relief to allow for performance-based scheduling of pressure isolation valve (PIV) tests at Quad Cities.

This paragraph describes a 600 millirem dose reduction and that the relief aids the station in implementation of a division-based outage schedule. Although the dose impact is discussed first in the submittal, the primary benefit results from increased flexibility associated with planning divisional

outages to reduce the required resources. The reduction in the dose associated with the required testing is an additional benefit associated with the relief.
