Ms. Steinman, By letter dated August 23, 2023, Constellation Energy Generation, LLC, submitted relief request I5R-26 for Quad Cities Nuclear Power Station, Units 1 and 2, for relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME BPV) Code,Section XI requirements. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Pursuant to Sections 50.55a(g)(5)(iii) of Title 10 of the Code of Federal Regulations (10 CFR), if the licensee has determined that conformance with an ASME BPVC requirement is impractical for its facility, then it must notify the NRC and submit information to support the determinations.

Determinations of impracticality in accordance with this section must be based on the demonstrated limitations experienced when attempting to comply with the Code requirements during the Inservice inspection interval for which the request is being submitted. Requests for relief made in accordance with this section must be submitted to the NRC no later than 12 months after the expiration of the initial or subsequent 120-month inspection interval for which relief is sought.

Based on the information provided in your submittal the NRC staff has estimated that this licensing request will take approximately 230 hours0.00266 days <br />0.0639 hours <br />3.80291e-4 weeks <br />8.7515e-5 months <br /> to complete. The NRC staff expects to complete this review in approximately 8 months, which is May 20, 2024. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.

These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities.
