This letter constitutes our formal reply to your Inspection Report Letter dated October 16, 1975. It is our opinion that nothing in your report or in this reply involves

any information of a proprietary nature.

The NRC routine unannounced inspection was conducted j

by Messrs. T. E. Vandel and W. J. Key on September 23-24, 1975.

The Inspection Report lists one activity shown as a " deficiency",

involving the storage of welding electrodes in a manner not in compliance with the Constructor's procedures for safety related ,

pipe welding electrodes'. The deficiency identified by the inspector was a holding oven containing cans of both stainless steel and low hydrogen carbon steel electrodes. The applicable Special Process Procedure No. 3.3, Revision 4, requires that these classes of electrodes be stored in holding ovens contain-i ing only one single classification of electrode.

The immediate corrective action, performed in the presence of the inspector, was the removal of the two cans of ptainless steel electrodes from the oven and placing them in h separate holding oven.

e-The steps taken to prevent recurrence of this defi-l ciency were verbal instructions to the weld rod control clerk, I reminding him of the necessity to comply with the pr6cedure; l

and a written memorandum by the Chief Welding Engineer directing the rod shack clerk at the construction site to maintain the required segregation.

.I Subsequently this matter has been the subject of QC inspection and informal QA auditing on practically a daily basis. Such surveillance will be continued.

We are of the opinion that the condition described above had no safety significance on the construction project, and that the corrective actions and future surveillance will serve to prevent recurrence.

We trust that this letter will serve as an acceptable response to your inspection report.
