This letter constitutes our formal reply to the subject Inspection Report. It is our opinion that nothing in your Report or in this letter contains information of a proprietary nature.

Our responses to the five Enforcement Items identified as Infractions are as follows:

1

1. Training of Reactor Controls, Inc. (RCI) Personnel RCI has a system by which they indoctrinate and train supervisors and craft foremen prior to the start of each key event in the construction cycle. At the present time they have no formal procedure to document this training.

Their corporate Quality Assurance Manual is currently under-going a major revision. Included in this revision will be reference to a program for indoctrination and training of personnel performing activities which affect quality. The l procedure for implementation of this program is being pre-I pared at the present time.

This program is expected to be completed and full compliance achieved by November 15, 1976. As an interim measure at the Zimmer Site, RCI is now maintaining records of training completed and the results achieved. - These records are available for inspection.

2. RCI Control of Welding Materials RCI Procedure No. ESP-1, Revision 0, provides that coated electrodes can be exposed to ambient conditions for a period of four hours, after which re-baking is required. Compliance with this provision is achieved by limiting the electrode issued to that amount required for four hours or less of work.

The importance of compliance with all requirements of the electrode storage procedure, including the energizing of portable ovens, has been emphasized to RCI's craft fore-men and welders, and full compliance has been achieved.

Compliance will be confirmed by audit.

3. Kaiser Engineers, Inc. (KEI) Pipe Storage No answer required (Paragraph 4,Section II, Report Details).
4. KEI Control of Welding Material The two cans of 7018 welding electrode identified by the Inspector as being opened or damaged were immediately removed to the quarantine area to await disposition by the l Welding Engineer. The remaining containers have been inspected to assure that none are opened or damaged. Full compliance with the filler metal storage requirements of

, SPPM3.3, Revision 4, has been achieved. To further achieve

! compliance, warehouse personnel and receiving inspector have been instructed regarding the requirements of SPPM3.3, Revision 4.

5. Chicago Bridge and Iron Company (CBI) Weld Rod Control Calibration of CBI's weld rod ovens is verified daily

! . using temperature indicating crayons, as required by Division l

4, Section 8.0 of CBI's approved Nuclear Q.A. Manual. Results I of the checks are documented in the Daily Weld Cog. The Daily Weld Logs were available at the Zimmer Site at the time of this inspection, but were not shown to t'he Inspector.

.. y Documentation of the daily checks of rod oven calibration has been verified by audit,'and CBI was judged to be in compliance with their approved procedure.

Our response to the Enforcement Item identified as a Deficiency is as follows:

1. KEI Maintenance Records corrective action for this deficiency will consist of a revision to KEI's Quality Assurance Construction Methods Instruction (QACMI) SM-2, General Requirements for In-plant Equipment Maintenance Storage, which will clarify maintenance control procedures and records. Responsibility for the maintenance program and records will be assumed by the KEI Mechanical Engineering Department. Full complianc.e is expected by October 1, 1976, the effective date of the QACMI revision.
