A potential problem with the Zimmer Power Station, Unit I Service Water Pumps was reported to the Nuclear Regulatory Commission Region III Offices by telephone conversation with personnel of the Cincinnati Gas & Electric Company on August 10, 1979.

In accordance with 10CFR50.55(e), an interim report is required to be submitted to the NRC within 30 days of the initial notification of the deficiency. This letter is intended to fulfill that 30 day status report requirement. Additional status reports will be iss.ued. until the matter is resolved.

In field tests conducted on August 9, 1979, the service water pumps were observed under various operating flows. It was observed that at system design flow and above, operation was smooth. At low to medium flows an increase in noise and vibration was apparent.

. As a result of these tests, temporary operating procedural changes have been implemented to keep the pumps at or above their design capacity by opening the dilution water valves. At this time The Cincinnati Gas 8 Electric Company is reviewing the possibility of changing the control scheme to assure operation in the smooth operating range of the pumps over the full range of plant operat-ing conditions.

The situation is being reviewed with the pump vendor, Bingham Willamette.

I testing. As of August 31, 1979, three preliminary tests have been performed.

The first test was with a new impeller of the original design. The results of this test confirmed field test results that at design capacity and above

! the pump operated satisfactorily. Noise and vibration were only present at lower flows. The second test involved an impeller modification, but due to mechanical difficulties in the test installation, the data was not meaningful.

The third test was made with a modified impeller. This arrangement allowed a larger flow range without excessive noise or vibration. Design flow conditions were not changed. Continued testing is anticipated during the weeks of September 3, 1979 and September 10, 1979. Complete test results and recommend-ations are expected from Bingham-Willamette by mid October. We wish to defer a final decision on whether this is a reportable event until all tests are completed.

We trust that this letter will fulfill the requirements of 10CFR50.55(e) as an interim report.
