Mrs. Sandy Lehrenbaum 227-39 143rd Road Springfield Gardens, NY 11413 I am writing to express my opposition to the transfer of the license for the decommissioning of the Indian Point Power Plant to Holtec.

Holtec has not demonstrated that they possess the qualifications necessary for such a task. For example, they handled spent fuel at San Onofre in an incompetent manner, and put cost ahead of safety by hiring unqualified, low-skilled workers at Oyster Creek. Their entire nuclear "fleet" was acquired less than a year ago.

With regard to Indian Point, Holtec has underestimated the cost of decommissioning Indian Point, has ignored the Algonquin Pipeline that passes near the plant's critical components, thus complicating the decommissioning process, they have no plans to treat radioactive groundwater leaking into the Hudson River or the soil, and they are considering shipping large radioactive components by barge down the Hudson, raising more unacceptable risks. Finally, they have estimated the process of reclaiming the land at approximately 15 years, as compared to the 60 years estimated by the NRC. This 15 year estimate seems to be an impossible dream.

If this were not enough, we know that Holtec has been embroiled in numerous scandals, which refute their claims of high standards. They have even been barred from doing business with the TVA and the World Bank.

I urge you to reject the application for the license transfer to Holtec.
