l Gentlemen:

Pursuant to 10 CFR 50.9C, Comrionwcalth Edison is hereby applying for l a one-time amendment to Facility Operating Licenses NPF-11 and NPF-18, Appendix A, Technical Specifications. The purpose of this amendment is to allow operation of both units with suppression pool temperatures of up to 110*F.

This has become necessary because of the high cooling lake temperatures resulting from the record breaking weather conditions which are expected to continue. This requested change would be effective immediately and be in effect until October 1, 1988 for both units, Attachment A contains background information and justification for the proposed change. Attachment B contains the proposed change to Technical Specification. Attachment C provides supplemental information to support this request.

The proposed Technical Specification change has been reviewed and approved by both Onsite and Offsite Review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in accordance with 10 CFR 50.92(c) and determined that no significant hasards consideration exists. Our evaluation is documented in Attachment D.

Comonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

BACKGROUND The suppression pool is cooled during normal. as well as abnormal, l conditions by using thu suppression pool cooling mode of the Residual Heat Removal (RHR) system. The cooling water for the RHR heat exchangers is the  ;

RHR Service Water system which uses the LaSalle cooling lake (actually the I Ultimate Heat Sink) as a heat sink. This is located at the coolest part of

, the station cooling lake. When the cooling lake temperature rises, the lowest l temperature that the suppression pool can be maintained at also increases.

l During previous summers the suppression pool was able to be malutained below the limit of 100'Y. ,

DISCUSS 10H  :

Illinois is experiencing record hot weather excest'ng expectations. l l

Recently, the cooling lake temperature has risen due to several consecutive i

! days of very hot weather. During these periods, the suppression pool l

( temperature has risen to very near the limit of 100'r. Luckily, the weather I

cooled sufficiently at that time to provide relief and the lake and suppression pool temperatures decreased. However, the weather continues to be abnormally l hot and the potential for high lake and suppression pool temperatures during l the next 2 mor.ths is high. 1 1

An evaluation of the effects allowing the suppression pool temperature to increase above 100*F has been conducted (Attachment C), The following items were considered in the analysis l 1. SRV Operation

2. LOCA Related Containment Posponse
3. ECCS Performance
4. EOPs
5. Environmental Qualification
6. Degraded Events and ATWS (outside design basis) l

l . The conclusion of the evaluation is that sufficient justification ,

exists to allow increasing or eliminating the suppression pool temperature ,

limit from the Technical Specification on a permanent basis, however, due to the short term needs of LaSallo County Station at this time a limited period l of relief is requested to allow the units to continue operation in the event of continued hot summer weather while the Commonwealth Edison electricity demands are at all time highs. The attached Technical Specification pages t

] (Attachment B) reflect allowing the suppression pool temperature'to increase i to 110*F prior to action requiring unit shutdown. The previous action (i.e. ,

j scram) is still required at 110'F. The revised limit will remain in effect until October 1, 1988 when the extended hot weather is expected to have ended.
