OMB Attendance at a Future CRGR Meeting to Review NRC's Evolving " Insider Rule" Your September 19, 1985 letter to me included:

(1) Comments concerning the substance of the proposed final " Insider Rules,"

and (2) a request that OMB representatives participate in a future CRGR Meeting to consider the " Insider Rules."

I appreciate your coments concerning the rulemaking and assure you that they and other public coninents concerning the rulemaking will be considered in NRC's rulemaking process, which includes CRGR review.

As you know, the CRGR will soon review the proposed final " Insider Rules" package which contains predecisional information. According to NRC policy, the predecisional information is not available outside of the NRC until the NRC has considered (in a public forum) or decided the rulemaking matter addressed by the information. Because predecisional infonnation will be discussed at the meeting and bec&use only involved NRC staff participation is permitted at CRGR meetings, I must deny your request to participate in the CRGR meeting to review the " Insider Rules."
