INSIDER SAFEGUARDS RULES - FINAL RULES i Enclosed for your signature is a Commission Paper forwarding and recommending the publication in final form of the Insider Safeguards Rules. This rule:naking package is comprised of 1) the Access Authorization Rule, 2) the Search Requirements Rule, and 3) the Miscellaneous Amendments Rule.
These rules have undergone a 180-day public comment period and have been revised in response to both comment and subsequent office review. The majority of revisions are considered more clarifying than significant.
Revised policy on vital area designation and the vital island concept has been deleted from the Miscellaneous Amendments and supporting Regulatory Guide pending final recommendations of the Vital Area Committee (VAC).
! Please note that the Commission Paper contains an expanded discussion of the Nuclear Utility Management and Human Resource Committee (NUMARC) proposal and 1
the staff rationale for recommending against adoption.
- The supporting Regulatory Guides for the Access Authorization Program and Miscellaneous Amendments are at present undergoing revision in response to

public comment and are being handled separately by the Office of Nuclear Regulatory Research. When revisicns are completed, they will be provided to you.
