SAFETY EVALUATION REPORT - RESPONSIBILITIES OF THE CRITICALITY SAFETY MANAGER AND THE VALLECIT05 TECHNOLOGICAL SAFETY COUNCIL By letter dated November 17, 1986, GeneralElectricCompany(GE)requestedthat the NRC issue a minor amendment to Special Nuclear Material License No. SNM-960 to clarify the responsibilities of the criticality safety manager and the Vallecitos Technological Safety Council (VTSC). The letter included three revised pages, A-4-2, A-4-3, and A-5-2, for Appendix A of the licensee's application document reflecting the amendment request.

GE was previously required to have the manager of the criticality safety component assure that any analyses in which an error in an analysis could lead to conditions that did not fulfill the double contingency policy were identified and reviewed. The manager of the criticality safety component was required to have sufficient expertise in the field of criticality to provide this review function. The proposed amendment would require a review of all criticality safety analyses rather than only those identified by the manager, thus relieving the manager of the responsibility of identifying which reviews are necessary. Inasmuch as all criticality analyses are reviewed instead of only specified analyses, there will be no increase in risk to the environment or public from this change.

The VTSC was previously required to meet quarterly to review reportable incidents, new facilities or changes to facilities, and to contribute advice and council on criticality and radiation safety policy. The proposed amendment would allow the VTSC to meet less frequently than quarterly as long as the decision not to meet in a quarter was conscious and documented. Inasmuch as a decision not to meet is made consciously, there will be little increase in risk to the environment or public from this change.

In order to accommodate these changes in the license, pages A-4-2 and A-5-2 have been revised to show the new policy for criticality analysis review, and page A-4-3 has been revised to allow the VTSC to meet less frequently than quarterly.
