CATEGORICAL EXCLUSION UNDER THE PROVISION OF i
By letter dated November 17, 1986, General Electric Company requested amendment of its Special Nuclear Material License No. SNM.960 to require the review of all criticality analyses and thus relieve the manager of the criticality safety function of the responsibility for determining which analyses should receive review. The amendment also requests that the Vallecitos Technical Safety Council not be required to meet quarterly as long as the decision not to meet in any quarter is a conscious one and documented.
The staff has concluded that these revisions are of an administrative, organizational, and procedural nature, and do not involve any changes in the scope or type of operations presently) authorized by the license.Further this revisionmeetstheconditionsthat(1 there is no significant change in the off site, (gnificant increase in the amounts of effluents that may be released types or si ii) there is no significant increase in individual or cumulative occupational radiation exposure, (iii) there is no significant construction impact, and (iv) there is no significant increase in the potential for or 1
