SAFETY EVALUATION REPORT: APPLICATION DATED JUNE 4,1997 - UPDATE ORGANIZATIONAL CHANGES AND RESUMES, CORRECT TYPOGRAPHICAL ERRORS lRACKGROUND in correspondence dated June 4,1997, General Electric Co. - Vallecitos Nuclear Center (GE-Val) requested its license be amended to correct typographical errors in environmental action levels, update corporate organizational changes, and update the licensing organization chart and personnel resumes.

DISCUSSION The organizational changes are necessary because of the retirement of the previous licensing project officer and a basic reorganization within the licensing staff at the Center. In addition,'

GE-Val now has become the cognizant organization for the Morris, Illinois, spent fuel storage facility. Accordingly the Irradiation Processing Operations is now renamed as Vallecitos and Morris Operations (V&MO). In addition, new resumes have been added for the new licensing project manager and associated licensing organization personnel changes. These organization and management changes were discussed in the RIV inspection Report 70-754/97-01 dated April 16,1997, which also verified that the new personnel met the qualifications specified in the license application.

In the area of typographical errors, GE-Val has corrected the units from pCilgm to Cl/gm for Cs-137 in the stream bottom and for gross alpha and gross beta vegetation action levels. The environmental action levels were discussed in the RIV Inspection Repost 70-754/96-02 dated December 2,1996. The updated paragraph 1.5.11 indicates the closing, but not decommissioning, of Building 300 (Building 300 is licensed by the State of Califomia).

Organizational component descriptions were rearranged and renumbered The licensee added a reference to the Region IV Walnut Creek Field Office. The ventilation air throughput has been updated from " max.18,500 cfm" to " nominal 27,000 cfm." Units were added to discharge levels of liquid water waste (excluding sanitary waste) for gross alpha and gross beta-gamma (pCi/ml).

ENVIRONMENTAL REVIEW Based on the information submitted by GE-VAL, these changes are considered administrative and organizabonalin nature. ' The staff has determined that the proposed changes do not acs.-M/ affect the public health and safety or the environment and are categorically excluded from the requirements to perform a site-specific environmental assessment. , . 2 accordanco with 10 CFR 51.22(c)(11) neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The staff concludes that GE-Val's request to amend their license to include the administrative changes meets regulatory requirements and constitutes no impact upon the health and safety of the public and the common defense and security.

The Region IV Principal inspector has no objection to the proposed actions.
