November 2,1983 Nuclear Regulatory Camission Members c/o San Luis Bay Inn Avila Beach Road Avila Beach, California 93424 Gentlemen: It is frustrating not to be able to leave my work at Cal Poly to make my presence felt at the hearings you are now conducting on Diablo Canyon Nuclear Power Plant. 'Ihis issue is of uppermost importance in my life and relates airectly with my concern for a healthy future. I strongly oppose the plant's operation on these grounds:

1) there is no viable solution to waste disposal!;
2) Diablo Canyon is yesterday's mistake - a bad investment being forced on the inhabitants of our County; and, as local residents are acutely aware of,
3) the construction and repairs ara being " accomplished" under highly questionable circumstances involving individuals with limited responsibility to end results.

(This last point, by the way, is yacc disturbing to those of us who do not profit in any way (financially), but have daily contact with Diablo workers, many of whom have no " investment" in a future and, judging from the attitudes expressed, could'nt care less about outcomes, locally or nationally!) We love our home and community and will do whatever is necessary to protect our/its future! We are cognizant of the dynamics this situation presents to M&E; we are not ignorant of the management problem M&E and its stockholders are faced with. Many of us have even expressed a willingness to bridge the gap between m&E and those cpposing the operation of the plant. We, however, ng not willing to accept M&E's

       " assurances" that the plant can, in fact, function safety and accurately; we gill not place cur faith behind empty, self-serving interests; we cannot ignore the fact that the site rests on the edge of an earthquake fault!

If we hope to unite our community around the plant's role as a safe, efficient producer of energy, something has to " budge". My hope is that you, both as individuals and as a federal body, can honorably use your innovative potentials to set a precedent by creating a truly responsive, responsible alternative to nuclen.r technology. 'Ihe opportunity is before you! (It has been suggested that many of the inhabitants of California may gladly contribute a portion of their resources to help offset M&E's blunder, in or6er to g themselves of a nuclear reactor "in their backyard. Dear Your Honor,

Greetings!! First off let me welcome you to the beautiful central coast. A'nd I do hope you get a chance to visit some of the scenic and historical areas .of this county. The reason I am writing to you is to give you a view point about-Diablo Canyon from a local and concerned citizen. The following are some key issues / problems to which I see with the entire operation of the plant: Evacuation Plan: In such a case where the persons of the local area encompassing the plant will have to remove themselves to another " contamination-free" location. If this situation did arise there are many questions that need to be solved now, a) Sure it may work on paper, but in actual situation?? Case in point (news-paper article # 1) It's mid summer and it's late afternoon /early evening and residents of the central coast are on their way to a county fair (located in Paso Robles). The main link between San Luis Obispo and the' fair is Highway 101. North. This fare way crosses over Cuestra Ridge -a coastal range. , NOTE: Hichway 101 is basically the only way out of the central coast area. As noted in the article, there were 3 accidents on the " ridge" ahd you must admit the situation was not in a life or death type deal. People were just cruising to the fair, this would not be the case if there were some sort of accident at Diablo Canyon. For Your information: The distance from the " ridge" to Madonna Road is about 9 miles. b) One such practice evacua+ ion was done a few weeks ago in San Luis Obispo, it was deemed " excellent" by some federal advisor. But the facts are:

                 ** only a few schools particapated in this " exercise", not the entire school system.
                 ** Of the schools that did partake-a large number of the students were with-drawn from school prior to the practice. Frmr my information about a tth of the children were not at school. How can you get an actual picture or feeling if a portion of the students aren't there???
                 ** To remove all the children from the schools and transport them to a safe site it will be theoretically impossible.. The number of transportain vehicles is not enough. The drivers would need to make THREE seperate trips. And this brings us back to point "A"-- accidents, trafiic jams, etc. . .
                 ** Then what of the parents-- many o.f the parents will disreguard school orders and go to the schools to pick up their children. TOT AL K AOS!!

Would you allow your children to go to school here knowing of this evacuation plan ? ?

                           . Workers with Drugs & Alcohol So what's new with America's_ Society? Alcohol and drugs plague a problem to j                             every industry in the U.S'. A., but that doesn't make it right-does it??

Last week I witnessed a auto accident and I assisted in basic first aid to the driver of the auto causing the accident. As I was talking to the gentleman, he told me that he was a " welder-inspector" at Diablo Canyon. Then I asked him how this accident happened, he said, "I just fucked up". I could tell he had been drinking s bars in Avila Beach-- h,o I asked e said, "No-himI was if he drinking was drinking at any of the local at work". 7 , Alcohol isn't the only substanced used at Diablo-- Avila Beach is virtually the " Drug Users Playground". There is alot of drugs sold to the locals and Diablo workers. . What I'm concerned about is the quality of work that is done by the so called i Diablo worker who is " loaded" while welding or inspecting or even at the controls of the plant. There is no way you can stop the flow of drugs into the

q. plant.

Past and present workers 't There are a lot people who have and are still working at the plant. Several of my friends fit into this group. Their jobs ranged from inspecting, blue print 7 draftsmen, and bio tech. And the story is the same from all of them--Diablo has alot of mistakes. The reason why some of my friends resigned is because

. they felt Diablo is a mistake-- before they were all for it. Plus they don't want to be associated with it if there is an accident. They might of had a hand in killing innocent people.

l If I may suggest-- why not talk to some of the workers, past and present.

'They can tell you a true gut feeling about the plant. I also may add, do this i~ in private-- with out P.C. & E. , the Mother's or anyone else. Ask the workers j about constrution, inspection, drugs, etc. . . . all this confidential.

Goldner: I an responding to your letter of September 19, 1983 to the Nuclear Regulatory Comnission in which you express certain concerns regarding the safe operation of the Diablo Canyon Nuclear Power Plant. As you are aware, the Comission suspended on November 19, 1981 the authority to load fuel and conduct low power testing which is granted under the Diablo Canyon low power license. At the same time the Comnission and the NRC steff required of the licensee, Pacific Gas & Electric Comoany, that an independent design verification program be conducted. This effort has been underway for nearly two years and is now coming to completion. The staff issued a safety evaluation of the entire program on August 5,1983 and a .second evaluation on Octeter 14, 1983 relating specifically to those matters that must be resolved prior to the commencement of fuel load operations. Copies of both reports are enclosed for your information. The Commission had a meeting in Washington, D. C. on October 28, 1983 to hear from the staff of the nuclear Regulatory Commission and all parties to the Diablo Canyon proceeding. In parallel with these considerations regarding reinstatement of the suspended license, preparations have been under way for a hearing before the NRC Atomic Safety and Licensing Appeal Board on matters of design quality assurance. The hearing was opened on October 31, 1983 in the San Luis Obispo area. As we have stated frequently, the authority to load fuel and conduct cold system testing would not be reinstated until such time that the Commissier is satisfied that those matters which gave rise to the suspension of that authority have been adequately resolved. On November 8, 1983 the Commission 1 ret and Fevino found that those natters had been resolved voted to issue it.emorandum and Order CLI 83-27, reinstating fuel load and precriticality testina Wode 6 and Mode 5) authorization. Low power testing authorization hus not been reinstated and thus will require future Commission considera .icn.

Survey to change'its scientifically founded safety standards in order te " prove" Diablo Canyon wns " safe" without further alterations. This fear n1so caused your cornis'sion to. grant PG&E per-mission to load fuel rods and begin low level te-ting at Diablo before adequate research and confir ation of that research occured almost exactly two years ago.

In a short meeting with Dennis Kirsch, day end November 16, the results of our findings were conveyed verbally, as follows:

1. The delta-ferrite measurements met the NRC requirements.
1. Tne LPT of all three welds were approved but FWill had cne LP indication running transverse to the weld in the casc material of the pipe. It was approximately 1/2" away f r::: the weld and about 1" long.
a. The radiographs of the welds were viewed and approved as acecuately meeting Code. Comments were also made by the writer concerning film quality, detail of reater sheet documentation and the excellent condition of the radiographs, nearly 10 years after x-ray date.

Conclusions ,

1. Having reviewed the radiographs and reader sheets of all 102 selected piping welds identified in Exhibit 2, the writer found reader sheet documentation detailed and clear.

Radiographs were readily available, in good order and of very good quality. Radiographs are approved as me.eting the requirements of applicable Codes.

2. All 25 welds selected for delta-ferrite measurements met the requirements of Code and Regulatory Guide 1.31 (See Exhibit 3).
3. Visual and liquid penetrant examination of FW110 and 112 were acceptable. FWill weld was also acceptable but an. liquid penetrant indication was noted in the pipe base material (See WIT Penetrant Report, Exhibit 4).

It is indeed heartening to receive such a personal and courteous letter; we are most appreciative. In your last paragraph you kindly wrote: " Pleas e feel free to contact us if you wish to provide further data reflecting on your concerns . . ." Without wishing to be a burden to your office, I'd like to update one of the concerns mentioned in our Novernber 4 letter and bring a new chapter of another, older concern to your attention. One of our concerns in our previous letter was with an often flooded area known as the " Twin Bridges" or " Twin Trestles". Money to replace the bridges was said to be unavailable for at least three years. According to the Telegram-Tribune story of November 15 (Attachment B), County officials apparently realize a problem exists on one of only two ways out of Los Osos / Baywood Park (the other route is a two lane road leading into the city of San Luis Obispo which is also subject to flooding) and they intend to rebuild the B ridges . . Unfortunately, the article states that the effort could begin at the earliest in fiscal 1085-86, many, many months after full-power operations at Diablo Canyon are scheduled to be gi n. The other concern we would like to bring to your attention is the continuing problem with sirens being used as the primary method of notifying the population within the Basic Emergency Planning Zane. Such back-up systems as expecting everyone to have a battery powered radio at the ready or counting on police cars with sirens to pick up the stack are pale imitations of a fully operating siren system.
