Diablo Canyon Quality Assurance.

Mr. Chairman:

I understand that you have been presented with sworn statements by Virgil Tennyson and Richard Roam stating that PG&E told their quality assurance manager that PG&E had the option of complying with the rules.

I was involved with the construction of Diablo Canyon from late 1969 until my retirement in early 1977 and I know that for that period these statements are absolutely false, and I am almost certain they still are.

Unjustified delays brought on by false statements and distorted facts have alresdy added too much to the cost of Diabic Canyon, and these cost must ultimately be borne by the consumers. Therefore I would like to suggest that the above sworn statements be thoroughly investigated and if proven false perjury charges be initiated.

RVollmer Your letter to me of March 28, 1983 transmitted eight allegations by an anonymous individual, regarding the Diablo Canyon Nuclear Power Plant.

We have subsequently provided a copy of it to the Commission by Board Notification 83-48, dated April 4,1983. Thmugh the same pmcess, copies were provided to the members of the Atomic Safety and Licensing Appeal Board, the Atomic Safety and Licensing Board and to the Diablo Canyon service list.

We are presently performing a preliminary evaluation of the allegations and we have made initial inquiries regarding some of the allegations while conducting a previously scheduled audit of work performed by the Diablo Canyon Pmject. He intend to meet with Pacific Gas and Electric Company in the near future to solicit their evaluation on these matters.

The meeting will be noticed and open to interested parties.

Although some of the allegations described by you are specific, it is necessary that we obtain clarification of certain of the allegations in order to perform an adecuate evaluation. We therefore request that you attempt to arrange a meeting between the anonymous individual and members of the staff if at all possible. If requested by the individual, the NRC will take all steps possible and permitted to preserve his or her anonymity.

We have reviewed ITR 36 Rev. O and ITR 38 Rev. 1 which provide the evaluation and conclusions of the Stone & Webster audit of the QA that was applied to the Diablo Canyon Unit 1 construction activities under G. F. Atkinson and Wismer & Becker, respectively. Based on our review we have the following comments:

We find that the infonnation for closing out E0I's is inadequate.

The statement that an E0I was reviewed and analyzed, including additional information provided by PG&E, and that a completion report was issued is too general.

In addition, the sumary and evaluation of the review results do not address the corrective action or other resolution of the deficiencies identified during the audit. We request that you provide additional information in both reports such that they are sufficiently self-contained to allow a determination of the adequacy of the bases for closing out each E0I.

Secondly, we find that the review results do not appear to be entirely consistent with specific E01 findings.

For example, ITR 38 Rev. 1 states that "...the contractor performed his work in compliance with PG&E Specification 8752...".

lHowever, many E0I's in the report identify specific noncompliances with the specification. We request that you clarify how the E0I findings agree with the conclusi,ons.

Me request that you revise both reports in accordance with the above two comments.
