IRB RESPONSE TO SAN ONOFRE 1 IIT ACTION ITEM LIST l

The following addresses items 8.b.3 through 8.b.S and 8.c of the San Onofre 1

!!1 Action item List. Items 8.b.1 and 2 were covered in our previous memoran-dum dated February 10, 1986, item 8.b.3: Site specific training of headquarters duty (sic) officers Although we do not require the Headquarters Operations Of ficer (H00) to have an l in depth knowledge of each licensed nuclear plant, we have initiated a program ,

to help familiarize them with site specific information.

1) Periodic lectures are conducted on some of the more unique plants (e.g. Fort St. Vrain, Lacrosse).
2) A computerized plant data base is nearing completion which allows the H00 rapid access to plant specific information (e.g. vendor, type of containment, trip setpoints)
3) A computer file is being developed which will allow the H00 to have instant access to safety significant characteristics that are unique or unusual for each of the nuclear power plants.

Item 8.b.4: Licensee responsibility to provide communicator when requested NRC regulations set forth in 10 CFR 50.72(c)(3) require each licensee during the course of an event to " maintain an open, continuous communications channel

! with the NRC Operations Center upon request by the NRC."

Gary G. Zech 2-Item 8.b.$: Qualifications of communicator The current NRC policy regarding the qualifications of the licensee communica-tor 15-set forth in Information Notice 85 00, titled " Timely Declaration of an Emergency Class, implementation of an Emergency Plan and Emergency Notifica-tions", issued on October 15, 1985. Essentially the notice states that "the personnel responsible for notification must be properly trained and sufficiently knowledgeable of the event to report it correctly."

Item 8.c.: Evaluate spurious ringing of ENS phones during event The spurious ring on the ENS occurred simultaneously with the power system transient at San Onofre 1. It has been our experience in the Headquarters-Operations Center that such spurious rings are common during electrical power transients, telephone carrier failures, lightning storms, etc. We consider the cause as a noise induced signal from the electrical power transient.

We have contacted Region V personnel regarding their input for item 8.a. The resident inspectors will be meeting within the next.few weeks to compile a response.
