RESPONSE TO 2/4/86 MEMO FROM STELLO TO DENTON ON THE 11/21/86 SAN ONOFRE INVESTIGATION We have reviewed the Stello memorandum on the San Onofre investigation and ha e compiled responses to those items for which the Incident Response Btanch has responsibility. We are providing those responses to you fnr inclusion in your overall response to that 2/4/86 memorandum.

Page 3 of the Stello memorandum, number Ib, is being separated into three parts in order to clarify each, Part 1 - Evaluate the need for changes in NRC policy or guidance regarding the use of the ENS line.

NRC policy on use of the LNS is clear:

NUREG-0660, Vol. 1. NRC Action Plan Developed as a result of the THI-2 Accident p. Ill. A.3-3, " Direct dedicated teleptione lines (OPX) have been installed at each operating power plant and at selected fuel facilities; these lines are for immediate notification and continuous communication with NRC concerning facility status."

NUREG-0345. AGENCY PROCEDURES FOR THE NRC INCIDENT RESPONSE PLAN, P. 11 4. "The Emergency Notification System (ENS) is usually used to obtain operations data and the Health Physics Netwcrk (HPN) for radiological and meteorological data. Each must be manned by appro-priate specialists to connunicate effectively because technical information must be relayed bv voire over the_ two telephone networks."

The policy is that the ENS is to be used for data passage. However, if the event is at a point where there is no data being passed or to be passed, its use for other purposes such as a counterpart link is not harmful.

Part 2 - Evaluate the need for changes in NRC nolicy or guidance regardinn the use of HRC personnel as ENS communicators.

Action on this items was taken by a memorandum f rom Taylor to the Renional Administrators on the role of the residents dated ?/3/86. That memorandum is enclosure 1 for your information. In addition, HRC Panual Chapte: 050? on p. 7 clearly states that " Licensees will designate someone to provide data renuested by NRC."

Part 3 - Evaluate the need for changes in NPC policy nr guidance regarding possible approaches to improve the ability to detennine *A* overall plant status.

IRB is currently werking on an Emergency Response Data System (EROSI to improve j the agencies ability to determine overall plant status through electronic means. We are also developing a computer file on unique plant characteristics for all nuclear power plants. This file will be available to the Heacquarters Operations Officer for instant access to the information.
