PROPOSED RULE-ELECTRONIC AVAILABILITY OF NRC PUBLIC RECORDS AND ENDING OF NRC LOCAL PUBLIC DOCUMENT ROOM PROGRAM Procosed Rule Sianed by the CIO On April 13,1999, I approved the proposed rule entitled " Electronic Availability of NRC Public Records and Ending of NRC Local Public Document Room Program." The proposed rule amends Title 10 of the Code of Federal Regulations (10 CFR) to discontinue NRC's Local Public Document Room (LPDR) Program and to announce the electronic availability of NRC public records. This proposed rule removes references to LPDRs and, instead, states that NRC
- publicly available records are accessible through the NRC Internet Web site and from the NRC Public Document Room (PDR).

This proposed rule wiI implement a Commission decision to discontinue funding for the LPDR program in FY 1999. The decision to discontinue the LPDR program is possible because the Agencywide Documents Access and Management System (ADAMS)is scheduled to become operationalin October 1999. Once the public library component of ADAMS is established, NRC records (paper and microfiche) that are now placed in the LPDRs through NUDOCS will be discontinued and will become available to the public electronically through ADAMS on the NRC Internet Web site. The public will still be able to inspect on site, and order from the NRC's Public Document Room (PDR) Reference Services staff, copies of NRC's publicly available records, both pre-ADAMS and current docurnents. The public will also be able to print documents directly from the Web site or order them on line directly from the PDR.
This memorandum constitutes notice to the Commission that, in accordance with the rulemaking authority delegated to the CIO, the CIO has signed this proposed rule for publication in the Federal Reaister and proposes to forward it on April 23,1999, unless otherwise directed by the Commission.
