Facility Operating Licenses NPF-11 and NPF-18, Technical Specifications, Section 5, Design Features, and Section 6, Administrative Controls Pursuant to 10 CFR 50.90, Commonwealth Edison Company (Comed) submitted the Reference (a) letter to revise the Technical Specifications to incorporate a restructured station organization. The purpose of this letter is to supplement the Reference (a) letter by modifying changes previously proposed for the Shift Technical Advisor (STA), and to address questions raised during a conference call with the LaSalle County Project Manager i from NRR and Comed on January 8,1998.

NRC Staff requested clarification on (1) the use of a systematic approach to Shift Technical Advisor (STA) training; (2) training on procedures associated with operating shift personnel duties and responsibilities; and (3) the STA footnote of proposed Unit 1 and 2 Technical Specifications Figure 6.1-3.

.The Reference (a) letter proposed to revise Unit 1 License Condition 2.C.(30)(a). The License Condition presently specifies that the Shift technical Advisor (STA) function is usually fulfilled by the Station Control Roem Engineer (SCRE). The original submittal proposed amending the licenso condition to read: "T! ' Shift Technical Advisor (STA) function shall be fulfilled by a fully-trained on-shift technical advisor to the Shift Manager."

This submittal proposes to delete Unit 1 License Condition 2.C.(30)(a) in its entirety. The deletion of Unit 1 License Condition 2.C.(30)(a) is consistent with permitting, the STA function to be fulfilled by someone other than a designated S'AO. The STA function is fulfilled by individuals fully trained and qualified as STAS. The requirements of NUREG-0660, Action item I.A.1.1, as clarified by NUREG-0737, remain satisfied.

The STA training program is govemed by an administrative course management information document. The program is designed to train an individual with a technical degree to fulfill the duties and responsibilities assigned to a STA. The STA program was developed in accordance with a station administrative procedure associated with a systematic approach to training. Individuals filling the position of STA must satisfy the requisite educational and professional experience qualifications. The Shift Technical Advisor (STA) Training Program at LaSalle is currently being revised, using a systematic approach to training to be consistent with similar programs at i other Comed nuclear facilities.

A station administrative procedure that govems the assignment of ,

responsibilities and policies for the conduct of the Operations Department personnel requires that an STA maintain active STA qualifications.

Operations personnel are aware of and understand their roles and responsibilities as stated in the procedure. The requirement to maintain qualification levels need not be stated in the Technical Specifications in order to meet applicable regulatory requirements.

Reference (a) proposed that footnote (d) of Unit 1 and 2 Technical Specifications Figure 6.1-3, Minimum Shift Crew Composition, state:

"The STA position may be filled by any individual who meets the Commission Policy Statement on Engineering Expertise on Shift."

This supplement proposes to reflect the wording of Standard Technical l Specifications (NUREG 1433/1434) by amending footnote (d) of Unit 1 and 2 Technical Specifications Figure 6.1-3 to read:

"The STA position shall be filled by an individual who meets the  !

qualifications specified by the Commission Policy Statement on  !

Engineering Expertise on Shift." l

Page A-3 Paragraph e of Reference (a) contained erroneous information, as

.the paragraph contained the statement that " Minimum shift staffing requirements (3 SROs during operational conditions 1,2 and 3, and 2 SROs during operational conditions 4,5, or defueled) are maintained in the revised organization." The sentonce should have been stated as " Minimum shift staffing requirements are maintained in the revised organization."

The staffing requirements in the proposed revision to Figure 6.1-3 are consistent with 10 CFR 50.54 (m)(2)(i), (ii), and (iii). The revised staffing satisfies the minimum requirements for onsite staffing cf nuclear power units by operators and senior operators. Comed has reviewed the tasks and functions of the required shift positions, and has ensured that there will be adequate staffing for all required and necessary actions during events and emergencies, i

This propossi amendment has been reviewed and approved by Comed Onsite and Offsite Review.

Comed is notifying the State of Illinois of this application for amendment by transmitting a copy of this letter and its attachments to the designated state official.

All other changes proposed in the References (a) and (b) letters not  !

superseded by this supplement remain applicable. The original Significant Hazards Consideration and Environmental Assessment in the Reference (a) letter remain valid.
