SUBJECT:

SUBMITTAL 0F AUGUST 26, 1987 AMENDMENT APPLICATION FOR CHANGES TO PEACH BOTTOM ORGANIZATION i

I wish to raise, for your attention, the enclosed application for amendment of l the Peach Bottom 2 and 3 Technical Specifications concerning the offsite (corporate) management organization.

Although the application doesn't say so this application reflects the corporate organization changes made in November 1986. The changes generally are fairly innocuous; position title changes, consolidation of positions, etc. The real significance of the change is the consolidation under one Senior Vice President, now John Kemper, of the Engineering and Research, Electric Production and Nuclear Operations activities.

I believe that we should be aware of this otherwise routine amendment application as we review the present Peach Bottom situation. It could be that, as a result of our review of the licensee's Comitment to Excellence Action Plan, we would question them further on the effectiveness of this particular organization structure. Therefore, we propose to proceed with this application as a routine amendment request (No Significant Hazards Consideration notice, issue work request, etc.) but to hold on issuing the license amendment until the resolution of the major issues dealing with the shutdown are much more developed.
