DEC 2 4 887 I Note to W. Scott Pennington IRT CORPORATION, APPLICATION FOR AMENDMENT DATED NOVEMBER 17, 1987 Per your request on December 3,1987, I have reviewed IRT's request to store fuel in the Pu/U storage vault at the Callan Road Facility. The amendment application specifies that the SNM at this facility includes 365 grams of plutonium and 277 grams of U-235 in the form of 13 mixed oxide fuel pins. The 13 fuel pins will be stored in 2 containers within the Pu/U storage vault and will not be used in the facility.

The internal dimensions of the Pu/U vault are 40 inches deep, 98 inches wide, and 92 inches high. The walls are made of eight inch thick concrete blocks, the floor is four inch thick poured concrete, and the ceiling is a stair landing whic'n is made of 1/4 inch steel covered with two inches of concrete.

The door is made cf steel.

The rods will be placed in two steel pipes which, in turn will be placed on two shelves, one located two feet above the floor and the other located four feet above the floor. The packaging is satisfactory for storage of the 13 rods, but it is not authorized container for shipment of the rods to or from the facility. >

The diameter of each steel pipe is 3 inches. The ends of the pipes will be threaded and closed with end caps. The applicant has based the analysis on homogeneous mixtures of plutonium and water. This is non-conservative because the heterogeneous urania-plutonia mixtures can be more reactive. However, the limited quantity of SNM rods separated in the two containers in addition to their physical form assure subcriticality.

In the application, the applicant requests an exemption from the requirements in 70.24 for the Pu/U Rod Storage Room at the Callan Road facility. Because all of the SNM will be in storage only, there is a sound basis for granting the licensee an exemption from the requirements of 10 CFR 70.24 For purposes l of nuclear criticality safety, approval'of the amendment application to store l limited quantities of SNM in the Pu/U Rod Storage Room at the' Callan Read facility is recenended.
