OF MEETING WITH VIRGINIA ELECTRIC AND POWEP COMPANY (VEPCO) TO SUBSTITUTE THE JULY 15, 1987 SlEAM GEhERATOR TUBE RUPTURE (SGTR) EVENT AT NORTH ANNA, UNIT 1 (NA-1) FOR THE REQUIRED ANNUAL EXERCISE OF 1HE EMERGENCY PLAN l l

A meeting was held between representatives of the NRC and VEPC0 staffs on September 29, 1987 in Bethesda, Maryland to discuss the subject as noted above. A list of attendees is provided in the enclosure.  ;

The purpose of the meeting was to discuss information submitted by VEPC0 letters dated August 3 and September 11, 1987 in support of the VEPC0 request 1 l to substitute actions taken during the July 15, 1987 NA SGTR event for the l required annual exercise of the NA-1f42 emergency plan. The annual exercise l had been scheduled for August 4,1987. j VEPC0 representatives discussed the contents of its subnittals dated August 3 and September 11, 1987. The NRC staff requested clarification of certain events documented in the VEPC0 submittals. Post-event and drill critiques i were discussed to determine the extent to which licensee corrective actions

! had been translated into specific assignments to individuals with completion  :

dates. VEPCO representatives stated that such corrective actions have been l l entered in their Conmitment Tracking System (CTS) and that a copy of the CTS record containing the event and drill critique actions would be submitted as additional information on the docket. The NPC legal representative clarified the requirements of 10 CFR 50, stating that a formal exemption request, pur-suant to 10 CFR 50.12, would need to be prepared by the licensee in order for c the staff to act on their request. The licensee agreed to submit such a re-quest in the near future.
