CONCRETE WORK HALTED AT MIDLAND; CONSIDERABLE NEWS MEDIA INTEREST LOCALLY Consumers Power Company informed Region III (Chicago) that errors were discovered in placing reinforcing steel bars at three locations in the auxiliary building at its Midland construction site. . Reinforcing steel --.

placement errors have been a repetitive problem at Midland and have been the subject of several Region III inspections and management meetings since March 1976. ,

l. The errors, involving omission or misplacement of reinforcing steel, i were found through an augmented quality assurance program instituted by Consumers Power Company in late June 1976. These errors were
identified by Consumers Power inspectors before pouring of concrete, but after normal quality control inspections had failed to identify the problems. As a result, the utility has halted all concrete work involving reinforcing steel. (Concrete work had been halted by the utility in June and on three earlier occasions because of problems associated with the placement of reinforcing steel.)

Ragion III considers this matter to be of importance because of the interest shown by the Midland Atomic Safety and Licensing Board and

l. Appeals Board in quality assurance matters and because of an earlier Show cause Order issued by the Commission for quality assurance k/

problems at Midland.

A Ragion III inspector is at the site today to review the problem.
