s PROPOSED IMPOSITION OF CIVIL PENALTY - $25,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Twenty-Five Thousand Dollars

($25,000) will be issued on or about December 18, 1987 to Toledo Edison Company. This action is based on the licensee's failure to maintain the integrity of a vital area barrier in that maintenance work performed without coordination with the security organization resulted in four openi,ngs being created in a vital area barrier. /

It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:

Mailing of Notice December 18, 1987 Telephone Notification of Licensee December 18, 1987 The State of Ohio will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
