PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD JULY 30 - August 13, 1987 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors and region-based specialist inspectors monitored activities at the plant during the report period.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD JULY 30 - August 13, 1987 1.0 Plant Status As of 8:00 a.m., on August 13, 1987, Unit 2 is in a refueling outage with all of the fuel reloaded into the reactor core. Unit 2 reactor vessel reassembly has been completed. Unit 3 is in cold shutdown per the March 31, 1987, NRC Grder with coolant temperature at approximately 150 degrees Fahrenheit.

2.0 Facility Operations Summary Unit 2 has been in a refueling outage since March 13, 1987. Unit 3 has been in a cold shutdown condition per the March 31, 1987, NRC Order since April 1,1987.

3.0 Items of Special Interest Peach Bottom Recovery Plan The " Commitment to Excellence Action Plan" was submitted to the NRC on August 7, 1987. An NRC Peach Bottom Restart' Assessment Panel has-been formed and met on August 13, 1987 to review the plan.

Enforcement Conference An enforcement conference was held on August 13, 1987. The subject of the conference was the reversed piping to the control room ven-tilation radiation monitors. This issue was discussed in the previous status report fe r the period of July 3 - 16.

Final enforcement action will be determined subsequent to this meeting.

NRC Management Site Visit On August 11, 1987 several NRC managers toured the Peach Bottom plants and met with licensee management. Included were:

4.0 Other Items of Interest On July 27, 1987'a contractor Security Sergeant was given a routine annual physical examination, which includes a drug screening test. On August 4, the licensee and NRC were notified by the contractor that the individual had tested positive for marijuana. The individual admitted to' using. marijuana but :;tated that he had never reported to work under the -

influence of marijuana, nor had he ever used it on site. The individual's employment was terminated.and his security badge was pulled.

On July 31, 1987 a fire protection system pipe was broken during excavation behind the Rad Waste Building. The supply header was isolated to allow _ 1 repairs to be made. When the repairs were complete, the system returned to service.

5.0 NRC Activities During the Period Three NRC Resident Inspectors monitored plant activities between July 30 and August 13, 1987. _These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers _ - Resident Inspector The monthly resident inspection report (50-277/87-17; 50-278/87-17) was issued on July 31, 1987. The report covered the period from June 1 to July 17, 1987.' Areas inspected included' operational safety, shutdown order commitments, radiation protection, physical security, control room activi- 3 ties and demeanor, reportable events, surveillance testing, refueling and outage activities, maintenance, and outstanding items. This inspectio'n report identified one violation of the plant Technical Specifications in that the licensee failed to perform a surveillance test on the Unit 2 drywell spray system within the required time.

Inspection Report 50-277/87-16; 50-278/87-16 was issued on August 6, 1987.

This inspection was performed by specialist inspector Mr. A. Varela of Region I and encompassed review of licensee responses and subsequent analysis and modifications of masonary walls related to IE Bulletin 80-11, j Masonary Wall Design. One violation was issued because a lack of pro- I cedural documentation prevented confirmation that all walls whose failure could affect safety related equipment were identified.

Three inspectors are on site the week of August 10, 1987 to perform an inspection of the licensee Quality Assurance Program. The inspectors are Mr. G. Napuda and Mr. M. Dev of Region I and Mr. R. Wharton from NRC headquarters. The results of this inspection will be provided in a future status report.
