NEW ENGLAND COALITION ON NUCLEAR POLLUTION'S SECOND SUPPLEMENTAL RESPONSE TO VERMONT YANKEE ,

SPENT FUEL POOL EXPANSION REQUEST, 51 FED. REG. 22,245 On June 18, 1986, the NRC published notice of the request of the Vermont Yankee Nuclear Power Corporation to amend the opera-ting license for the Vermont Yankee Nuclear Power Station to permit storage of 2,870 fuel assemblies in the plant's spent fuel pool. The license currently permits storage of 2000 assemblies.

If allowed, this would almost quintuple the storage permitted in the original operating license and allow the storage of almost eight fuel core loads.

The New England Coalition on Nuclear Pollution (NECNP) filed a Supplementa' Response on September 19, 1986 detailing the serious safety and environmental objections to this proposal and -

demonstrating that it does present significant hazards considera-tions. The information and arguments presented therein will not be repeated here.

As NECNP noted in its September 19 Supplemental Response, the consequences associated with a serious reactor accident would 861124 PDR 6 861119 "

be greatly increased should a significant portion of the radioac-tive materiel contained in the spent fuel pool be released. This is primarily because of the large inventory of cesium in the spent fuel. Moreover, as we noted, the risk is greater in reac-tors of the Vermont Yankee design than in pressurized water reac-tors because the pool is above grade.

NECNP wishes to bring to the Commission's attention a new report indicating that, during the Chernobyl accident, release of "a small portion" of what is referred to us " contaminated waste" was responsible for " considerable contamination of the environ-ment." A synopsis of the Soviet article was published by the -

Foreign Broadcast Information Service, an agency of the United States government, on November 10, 1986. A copy is attached.

While the " waste" is not clearly identified, it is certainly plausible that the reference is to the Chernobyl spent fuel pool which is, like Vermont Yankee's, above grade and in relative proximity to the reactor core. As noted in NECNP's Supplemental Response (p. 11), the Vermont Yankee spent fuel storage pool is outside containment, in a building which is not designed to with-stand such forces as a hydrogen explosion. Even a reactor acci-dent which is not sufficiently severe to cause a release of fis-sion products from containment could involve the generation of explosive quantities of hydrogen, threatening the integrity of the pool or its cooling systems. [ Text) The second generating unit has been recommissioned at the Chernobyl nuclear power plant after the first was put into service. Special measures were taken to increase the safety of the reactor and all plant equipment. The generating units have en output of 1 million kilowatts each. An accident took place at the Chernobyl nuclear power plant in April, and the plant was shut down. The effects of the accident have been dealt with and experts are saying that the recommissioning of all generating units of the station is possible and safe. The damaged reactor has been sealed off and is being encased in concrete. '

[ Text) Moscow, Nov 6 (AFP) -- 3e damaged Chernobyl nuclear reactor contained nearly 200 tons of uranium, including three tons of hyper-radioactive uranium-235, at the time of the accident last April, the magazine KOMMUNIST reported in its latest issue.

The magazine, the theoretical organ of the Communist Party Central Committee, said that the situation had been worsened by the presence of one ton of contaminated waste.

It was this residue, "a small portion" of which escaped into the atmosphere af ter the explosion and fire, that created " considerable contamination of the environment," the magazine said.

The magazine also stressed the danger that nuetear power stations represented in case of war.

In an article, the assistant-director of the Kurchatov nuclear energy institute, M.l.

Feoktiskov, also stresses that "the complete elimination of the consequences of the Chernobyl accident will not be achieved soon."

M:anwhile, in the first report of its kind, the daily SOCIALIST industry said Wednesday that the town of Pripyat, near the damaged reactor, is to be repopulated. The report gave no date.

In the interim, its evacuated citizens will be authorized shortly to return to their former homes to collect personal possessions.
