Description | Technical Specification (TS) 3.7.C.1 requires secondary containment to be operable in the Run, Startup and Hot Shutdown Modes, during movement of recently irradiated fuel assemblies in the Secondary Containment and during operations with a potential for draining the reactor vessel. Contrary to the above, on December 22, 2009, the A torus trough, which is required to be maintained at a water level above Reactor Building Close Cooling Water drain pipe openings, was found dry. Secondary Containment was declared inoperable, the torus trough water level was restored and TS 3.7.C.1 was exited. This event is documented in Entergy\'s Corrective Action Program as CR-PNP-2009-5295 and CR-PNP-2009-5309. The finding was determined to be of very low safety Significance (Green) because the finding only represented an impact to the radiological barrier function provided by secondary containment and the standby gas treatment system. |
