Recently irradiated fuel is fuel that was contained in the critical reactor core.

This term comes from TS requirements for when LCO are applicable. Because one of the postulated accidents, plant systems have to react to prevent its consequence. Specifically a fuel drop could release radioactive material that needs to be contained. The emphasis was placed on "hot" fuel or recently irradiated fuel.
